The City of Johnson City, Tennessee is accepting online applications for a Buyer in the Purchasing department. The employee performs intermediate skilled clerical and technical work assisting with the procurement of supplies, goods and services; does related work as required. The work of this class involves responsibility for technical purchasing activities including contacting and communicating with vendors to obtain competitive prices for products and services requisitioned by the various city departments, maintenance of all records relative to contracts, purchase orders, bids, and requisitions General working knowledge of purchasing procedures as established under Tennessee Code governing procurement. The employee in this class receives supervision from the Assistant Director of Purchasing.
Required Knowledge, Skills and Abilities : Some knowledge of business methods, purchasing practices, English, spelling and math; general knowledge of office methods, machines and procedures; ability to make routine decisions in accordance with laws, ordinances and regulations and to apply departmental policy in routine work procedures; ability to deal courteously and efficiently with vendors and the public, ability to establish and maintain effective working relationships with other employees and deal with public relations problems courteously and tactfully. Must have initiative, good judgment, be honest, have integrity. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on typewriter and / or computer keyboard for data entry. Ability to speak clearly.
Acceptable Experience and Training : Completion of high school or GED preferably supplemented by college level work and / or public purchasing courses and seminars and some experience in purchasing a variety of commodities; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Certified Professional Public Buyer (CPPB) designation required or attained within determined time period. Pre-employment physical, and background check required.
