About the Role :

We are seeking a highly skilled Civil Engineer to join our team in the Public Administration industry. As a Civil Engineer, you will be responsible for designing, developing, and managing construction projects, ensuring they are completed on time, within budget, and to the required standards. You will work closely with other engineers, architects, and construction professionals to ensure the successful completion of projects. Your work will have a significant impact on the community, as you will be responsible for designing and implementing infrastructure projects that improve the quality of life for residents.

Minimum Qualifications :

  • Bachelor's degree in Civil Engineering or a related field.
  • Experience with Autocad, Microstation, and other design software.
  • Knowledge of land development, stormwater management, and sanitary sewer systems.
  • Experience in transportation engineering and construction management.
  • Strong analytical and problem-solving skills.

Preferred Qualifications :

  • Master's degree in Civil Engineering or a related field.
  • Professional Engineer (PE) license.
  • Experience working in the Public Administration industry.
  • Experience managing large-scale construction projects.
  • Excellent communication and interpersonal skills.
  • Responsibilities :

  • Design and develop construction projects, including roads, bridges, and buildings.
  • Manage projects from conception to completion, ensuring they are completed on time, within budget, and to the required standards.
  • Collaborate with other engineers, architects, and construction professionals to ensure the successful completion of projects.
  • Conduct site visits and inspections to ensure compliance with design specifications and safety standards.
  • Prepare and present reports, proposals, and other documentation related to projects.
  • Skills :

    As a Civil Engineer, you will use your expertise in Civil Engineering, Autocad, Land Development, Stormwater Management, Sanitary Sewer, Microstation, Transportation Engineering, and Construction Management to design and develop construction projects, manage projects from conception to completion, collaborate with other professionals, conduct site visits and inspections, and prepare reports and proposals. Your strong analytical and problem-solving skills will be essential in ensuring the successful completion of projects. Additionally, your excellent communication and interpersonal skills will enable you to work effectively with other professionals and stakeholders.

    GENERAL DESCRIPTION OF POSITION

    This position provides various engineering services related to the design, construction, maintenance, and operations of city-owned facilities particularly streets, sidewalks, traffic signals, storm water drainage facilities and other capital improvements. The position also works with outside private development groups in the review and permitting of their facilities within the City of Jonesboro.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    1. Review proposed private and public development plans, prepare conditions of approval, and recommend corrective measures as needed for compliance with City Code. This duty is performed daily, about 30% of the time.

    2. Supervise construction inspectors and signal technicians, as assigned. This duty is performed daily, about 30% of the time.

    3. Plan, design, and execute minor capital improvement projects including, but not limited to, annual pavement overlay projects, sidewalk improvements, drainage improvements, and traffic signal modifications. This duty is performed daily, about 10% of the time.

    4. Assist with the development of major capital projects including initial planning, data collection, surveying, estimating, right-of-way and utility coordination, plan review and approval, bidding, field engineering, and construction observation. This duty is performed weekly, about 10% of the time.

    5. Communicate with the public and respond to inquiries and complaints within the City. This duty is performed weekly, about 5% of the time.

    6. Prepare for, attend, and participate in public meetings and hearings on various engineering related topics. This duty is performed as needed, about 5% of the time.

    7. Prepare reports, business correspondence, and policy / procedure manuals and effectively present information and respond to questions from groups, customers, and the general public. This duty is performed as needed, about 5% of the time.

    8. Perform any other related duties as required or assigned, about 5% of the time.

    COMMUNICATION SKILLS

    Ability to write reports, business correspondence, and policy / procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS

    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane, algebra, solid geometry and trigonometry.

    CRITICAL THINKING SKILLS

    Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal, logical or scientific symbolism such as formulas, scientific equations, and graphs. Ability to deal with a variety of abstract and concrete variables.

    REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

    Licensed Professional Engineer (Civil or Related) with the ability to obtain Arkansas licensure within one year from date of hire

    PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS

    Certified Floodplain Manager (CFM)

    Professional Traffic Operations Engineer (PTOE)

    Project Management Professional (PMP)

    SOFTWARE SKILLS REQUIRED

    Proficiency in engineering software such as AutoCAD CIVIL 3D and ArcMAP is preferred.

    addressing complaints and resolving problems.

    Supervises a moderate size group (8-15) of employees, but possibly smaller if difficult, semi-technical work, requiring considerable direction and assistance, is involved. Plans, directs and coordinates work, makes decisions, and performs personally the more difficult aspects of the same broad assignment.

    Supervises the following departments : Construction Inspectors

    RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT

    Regularly responsible for funds, building premises, inventory, or other property owned, controlled, or leased by the organization and, in addition, may have temporary custody and responsibility of patron property, which through carelessness, error, loss, theft, misappropriation, or similar action would result

    in very important monetary losses to the organization. The total value for the above would range from $1,000,000 to $10,000,000.

    ACCURACY

    Probable errors would normally not be detected in succeeding operations and may have serious effects in relationships with patrons and / or with the operations of other segments of the organization. Frequent possibilities of error would exist at all times, since the above mentioned areas are inherent in

    the job.
