Description

The Senior Management Analyst will be assigned to work in the Public Works Department with the City of Jurupa Valley.

This position of Senior Management Analyst will close when the City receives 100 qualified applications before or on the closing date, February 20, 2025, at 05 : 00 p.m. (Pacific Time).

DEFINITION

Under general supervision, performs a full range of routine to complex, responsible, and varied professional, analytical, financial, systems, statistical, programmatic, management, policy and / or other administrative analysis duties in providing highly responsible staff support within the organization; develops, presents and implements plans, programs and recommendations for the City Council, City Manager, City departments, advisory committees and commissions, as well as agencies independent of the City; provides staff support to upper level management; and performs other related duties and responsibilities as required.

DISTINGUISHING CHARACTERISTICS

Senior Management Analyst - This is the advanced journey-level class in the professional Management Analyst series. Positions at this level are generally assigned responsibility for the management and administration of programs, projects, functions, and / or service areas. Incumbents at this level also independently perform the more difficult and responsible analytical, financial, systems, statistical, programmatic, management, and other administrative analyses duties in providing highly responsible staff support to a City department, office, and / or program area. Assignments are typically received in broad, outline form, and incumbents are expected to act independently in developing applicable resources and information.

SUPERVISION RECEIVED AND EXERCISED

Reports to the Director of Public Works / Engineering and works closely with the Public Works Deputy Directors. May exercise work leadership and / or functional supervision over assigned staff at the Senior Management Analyst level.

Examples of Duties

ESSENTIAL FUNCTION STATEMENTS Essential duties and responsibilities may include, but are not limited to, the following :

1. Performs a variety of professional-level organizational, planning, management, operational, financial, systems, legislative analysis, public information, special events, and community outreach duties in support of projects, programs, and activities.

2. Prepares, develops, monitors, and administers various departmental and program budgets; prepares preliminary budget estimates; performs financial forecasting and planning; recommends revenue and expenditure adjustments; prepares budget reports for review by management.

3. Participates in the administration of programs on behalf of City Departments; implements program under established procedural direction; coordinates with assigned teams and areas of responsibility; reviews and monitors financial reports; assists in preparing and managing program budgets in support of City and Departmental goals; performs research and collects data to formulate analyst reports.

4. Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems for assigned programs.

5. Establishes and maintains internal control procedures and ensures that accounting standards are met.

6. Coordinate public events designed to increase community engagement.

7. Assists in the research, development, monitoring, and reporting of grants and alternate funding sources; ensures compliance with federal, state, and City accounting and reporting requirements and applicable laws, regulations, and professional accounting practices.

8. Authors management, operational, staff, legal, regulatory, and financial reports; presents reports to the City Council and other boards, committees, and commissions.

9. Serves as a liaison and represents the department and City to the public, media, and various regulatory agencies, community groups, and other agencies; analyzes, interprets, and explains departmental and programmatic policies and procedures to various stakeholders.

10. Conducts a variety of routine analytical studies by selecting, adapting, and applying appropriate analytical, research, and statistical techniques; evaluates alternatives, makes preliminary and final recommendations, and assists with the implementation of procedural, administrative, and / or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations.

11. Participates in research, development, conversion, installation, and maintenance projects for department-specific applications and systems.

12. Attends and participates in professional group meetings; stays abreast of new trends, technologies, and innovations in area(s) of assignment; researches emerging products and enhancements and their applicability to City needs.

13. Participates on a variety of boards, committees, and commissions and represents the City to a variety of community and stakeholder groups.

14. Implement and manage the City's legislative platform in coordination with the City Manager, Assistant City Manager, and consultant; interact with elected officials on legislative actions, activities, and potential funding sources; assists in drafting proposed legislation.

15. Oversee the City's emergency management program, as provided through contracted services.

16. Monitors changes in federal, state, and local regulations, analyzes impact, and recommends and implements policy and procedural changes after approval.

17. Receives, investigates, and responds to routine problems and inquiries in a professional manner; identifies and reports findings and takes necessary corrective action.

18. Performs related duties and responsibilities as required.

19. Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems for assigned City Department.

20. Plans, directs, and manages programs on behalf of assigned City Department; provides policy, program, and procedural direction to assigned teams and areas of responsibility; reviews financial reports and budgets to provide fiscal direction; manages, directs and negotiates the contracts and activities of contractors; prepares and manages program budgets in support of City and Departmental goals; performs research and collects data to formulate analyst reports.

21. Prepares, develops, monitors, and administers large and complex departmental, project, and program budgets; prepares preliminary budget estimates; performs financial forecasting and planning; recommends revenue and expenditure adjustments; prepares budget reports for review by management.

22. May oversee department fiscal administration activities including accounts receivable and payable, payroll, purchasing, and contract administration; prepares, reviews, and approves invoices, check requisitions, and purchase orders; prepares expenditure summary reports and other financial reports as requested.

23. May provide lead and / or functional supervision; may direct, assign work, train, and monitor work of staff within the work unit.

24. Receives, investigates, and responds to difficult and sensitive problems and inquiries in a professional manner; identifies and reports findings and takes necessary corrective action.

25. Conducts a variety of complex analytical and operational studies by selecting, adapting, and applying appropriate analytical, research, and statistical techniques; evaluates alternatives, makes preliminary and final recommendations, and assists with the implementation of procedural, administrative, and / or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations.

    Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be :

    Experience - Senior Management Analyst :

    A minimum of four (4) years of broad experience related to local government management, including analytical, financial, systems, statistical, management, policy, budgeting, grants, and / or project and program administration.

    Training :

    Equivalent to a Bachelor's degree from an accredited college or university with major course work in Management, Business or Public Administration, or a closely related field. A Master's degree in Management, Business or Public Administration or a related field is highly desirable.

    Licenses and Certifications :

  • Possession of a State of California driver's license and proof of insurance.
  • Special Requirements :

    Employee in this class may be required to work extended hours including evenings and weekends.

    Environmental Conditions :

    Employees in this class generally work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

    Physical Demands :

    Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; and to operate a motor vehicle to visit various City development and meeting sites. Vision is required to read printed materials and a computer screen. Hearing and speech are required to communicate in person, before groups, and over the telephone. Touch is required in order to handle documents and use a computer. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Must be able to sit for prolonged periods of time. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.

  • Paid Time Off (PTO) for full-time employees is based on the years of service leave credit schedule as follows :

    PTO includes paid time off for all purposes (excluding holidays). For employees working 32 hours per week, the PTO accrual is pro-rated.
