Position Function - Under the direction of the City Manager and/or Designated Team Lead, directs/oversees the daily operations and personnel of the Finance Department through the development and oversight of program design and implementation, contract management, polices and directives, budgets, and goals and objectives to ensure the integrity of the City's fiscal responsiveness and viability. Responsible for compliance of all applicable Federal, State, and Local Government laws and ordinances, and established guidelines and/or policies and procedures. Serves as the Chief Financial Officer. 









Essential Duties% of Performance 

 


Directs and/or oversees the financial operation of the City through the preparation of financial reports and reporting; external and internal audit practices; sound investment activities; budget preparation and implementation; and the development and implementation of capital improvement project(s), revenue and cash management strategies.  Develops and implements the financial and investment goals and objectives for the City.40%


Directs and/or oversees the accounting operation by monitoring and reviewing financial statements, investment reports and supporting documents prepared by Staff.  Directs the preparation of all general and subsidiary ledgers, accounting records, financial statements, reports, billing and payable records, fixed assets, purchasing, and payroll data. 20%


Directs and oversees the Utility Billing functions by establishing organization goals and objectives, ensuring legal compliance, and ensuring the proper implementation of all procurement processes and procedures in accordance with State and City policy.15%


Provides staff assistance to the City Manager by preparing and presenting Finance related reports, presentations and policies during Staff, City Council, Finance Committee and other City related meetings.10%


Directs and oversees the issuance and sale of bonds and other obligations and administering of all debt service accounts.  Works with Financial Advisors, Bond Counsel, Advisory Board Members, and City Council to develop financing plans for City Projects and Systems.10%

Environment
Duties are generally performed in an office environment. Possible exposure to dust, mold, and electricity. 
Requirements/Knowledge/Skills/Abilities
Required knowledge and experience is obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Master's Degree in Finance, Public Accounting, Public Administration or related field, and ten (10) years of work related experience in Public Finance, Accounting or Administration is required. 
Five (5) years of supervisory and Local Government experience is required.
Certified Government Finance Officer designation or Certified Public Accountant license is required.
Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets and other job related analysis.
Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.
Work requires substantial independent judgment and decision-making.  
Work is widely varied, involving analyzing and evaluating many complex and significant variables. 
Competent in the use of Microsoft Excel, Word, Outlook, Power Point and organization specific software.  
Must be able to research, compile and analyze data, and then present findings to management in an acceptable format.  
Must exhibit attention to detail, accuracy, and safety. 
Must be able to monitor and assess operations, workload, projects, and staff performance.
Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department and job related activities.  
Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, and the general public.  
Thorough knowledge of public revenue and finance practices and principles. 
Thorough knowledge of statements/pronouncements of the Government Accounting Standards Board and applicable Financial Accounting Standards Board. 
Must possess a valid Texas Class C driver license.  
Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.
