Position Description

Under general supervision of the Traffic Control Maintenance Lead, this position performs functions related to the operation and maintenance of City of Kelso traffic control facilities.In addition, the incumbent personally performs right of way, bridge, building and grounds maintenance and traffic control functions to contribute to their safety, attractiveness and functionality. Subject to work after hours and weekend as required.

Essential Functions

This position should be capable of acquiring the basic skills to perform routine street, traffic control and building facilities maintenance functions)

  • Be familiar with established work schedules.
  • When necessary, obtain equipment and supplies required to perform the assigned projects, if they have not already been acquired by the supervisor.
  • Building maintenance including plumbing, painting and electrical, janitorial, remodeling, concrete work and miscellaneous construction.
  • Utility locates.
  • Install, replace, and maintain pavement markers and lighting.
  • Traffic signal maintenance.
  • Sign maintenance including installation, inspection, repair, cleaning, fabrication of special signs, and barricades.
  • Right of way maintenance including mowing and brush cutting and spraying herbicides under supervision.
  • Safely and professionally, operate equipment necessary to perform assigned duties.

Perform routine inspection and maintenance necessary for the efficient and safe operation of the equipment, including monitoring fuel, battery, windshield, oil water, grease, brakes, tires, etc.

  • Report problems and coordinate the repair of equipment.
  • Inspect and replace mower blades as necessary.
  • Position Requirements

    Sufficient education, training and experience to demonstrate the attainment of the knowledge and abilities listed below) :

    EDUCATION

  • High School Diploma or G.E.D.
  • EXPERIENCE

  • One (1) year in building maintenance and maintenance of traffic control devices.
  • Equipment experience using : Light duty vehicles, chain saws, mowers (flail, reel, cycle bar and rotary)
  • brush clipper, stump chipper, jackhammer, post hole digger, paint sprayer, cut-off saw, herbicide sprayer and the ability to safely and professionally operate a wide range of small power and hand tools.

    Knowledge, Skills, Abilities, and Speciai Requirements

  • Thorough knowledge of the Rules of the Road and the Traffic Control Devices specified in the State Motor Vehicle Laws and the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD).
  • Thorough knowledge and understanding of the Sign Fabrication Manual and relevant manuals.
  • Ability to communicate clearly and effectively in writing and orally with City staff, subordinates and the general public.
  • Record keeping skills.
  • Knowledge and adherence to the safety standards, practices and procedures relating to all facets of the job.
  • Considerable knowledge of a broad range of building and grounds maintenance functions including plumbing, electrical and carpentry.
  • Ability to operate city vehicles including pickups, mowers, boom trucks and other equipment.
  • Ability to respond to citizen concerns, complaints, and requests.
  • Keep others informed of work issues and programs by maintaining quality communications.
  • Ability to resolve issues of conflicting personalities and needs.
  • Display initiative to resolve problems and capitalize on opportunities in the job.

  • Ability to make responsible decisions while in the field in order to assure a safe working environment and accomplish assigned duties.
  • Ability to gain the trust and support of other employees when leading work parties.
  • SPECIAL REQUIREMENTS

  • Successfully pass a modified background investigation.
  • Ability to lift, push, carry and pull materials and objects weighing up to 50 lbs. on a daily basis and up to 100 lbs. on occasion using proper lifting techniques.
  • Must be capable of frequent bending, standing, kneeling and maintaining continual physical activity during the workday.
  • Physical risks include handling disinfection chemicals, heavy equipment, excavation of utilities, and working in adverse weather and traffic conditions.
  • Possess a valid Washington State Driver's license with a Class "A" or "B" commercial endorsement.
  • Flagging certification (to be secured within 90 days of hire).
  • Labor and Industries First Aid card with cardio-pulmonary certification (to be secured within 90 days of hire).
  • International Municipal Signal Association (IMSA), certifications as a Work Zone Traffic Safety Specialist I, Signs and Markings Specialist I, Traffic Signal Technician I, Pesticide Applicators License. (Must have all required certifications within one (1) year of placement in this position).
  • Subject to 24-hour call back for emergency conditions.
