The City of Kent has an exciting job opportunity for someone whose background is in electrical/electronic systems. We are currently accepting applications for a Signal Technician in our Public Works Department. The successful candidate will be hired at the level of either Signal Technician 1 or 2, depending on qualifications. Responsibilities include a substantial amount of work related to the installation, repair, and maintenance of traffic signals, ITS, and related equipment, street lighting, hardware and systems. The ideal candidate for Signal Technician 1 will have at least two (2) years of relevant work experience with electronic control systems and lighting equipment. The same qualifications are required for the Signal Technician 2, with the additional requirement of direct experience installing, diagnosing and repairing traffic signals, video cameras and related equipment used for traffic studies.

This is a full-time, benefited position that is not represented by a union.

The selection process for this position will consist of a technical knowledge test and a panel interview. The position is open continuously at this time, but a first round of testing is tentatively scheduled for the last week in January. Qualified applicants will be notified once the testing and interview schedules have been established.
SALARY:
If placed in the Signal Technician 1 position: $7,430.00-9,031.00 per month, depending on qualifications
If placed in the Signal Technician 2 position: $8,195.00-9,979.00 per month, depending on qualifications

The job description below is for the position of Signal Technician 2.
GENERAL PURPOSE:
Under the direction of the Traffic Signal System Supervisor or designee, program, inspect, install, test, repair and maintain all types of traffic signals, intelligent transportation systems (ITS), and street lighting equipment; maintain files and records; direct or perform emergency repairs as needed.
Work is characterized by a substantial amount of technical work involved in the repair and maintenance of traffic signals, ITS and related equipment, and street lighting, hardware and systems. Incumbent works primarily in an outdoors environment, subject to climbing and lifting; exposed to various weather conditions and moving traffic; also subject to 24-hour call back for emergency repairs.
Work is performed under general supervision. Supervisor defines objectives, priorities, and deadlines; and assists incumbent with unusual situations, which do not have clear objectives or precedents. Incumbent plans and carries out assignments and solves problems and deviations in accordance with instructions, policies, procedures and/or accepted practices. Work is evaluated for technical soundness and conformity to practice and policy.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Analyze and evaluate the performance of traffic signal and street lighting equipment according to established procedures; troubleshoot, repair or replace damaged equipment as needed.
Install, maintain, and repair traffic signal system and ITS systems including hardware including signal heads, preemption detectors, luminaires, and related equipment on mast arms and poles using lift truck.
Perform periodic observations and inspections of City traffic signals to assure effective and efficient operation and appearance; locate street lighting malfunctions; troubleshoot and repair as necessary; report major malfunctions to proper authority.
Perform preventative maintenance program on traffic signal and ITS systems, perform annual conflict monitor testing. Replace, modify, and upgrade traffic signal system and ITS system hardware and related equipment. Provide input to engineering personnel regarding design of systems.
Install video cameras and related equipment at various locations for video traffic studies such as traffic movements, counts, and violations. Perform a variety traffic studies and compile and analyze data to determine traffic movements.
Prepare and maintain legible and accurate records, reports and logs including signal work logs, signal timing and inventory sheets, work orders and repairs.
Operate a variety of equipment, machinery and tools including, but not limited to, lift truck, multi-meter, amp probe, meg ohm meter, oscilloscope, inductive locater, loop analyzer, automated test equipment, fiber optic tester, fiber fusion splicer, optical time domain reflectometer, soldering gun, and assorted power and hand tools. Operate and maintain traffic signal, ITS, and traffic operations electronic equipment including programing electronic devices such as programable logic controllers,
Attend various meetings as assigned regarding signal or traffic responsibilities.
Inspection of traffic signal, ITS, and street lighting systems.
Respond to public inquiries related to traffic signals and street lights.
Actively support the vision, mission, values and goals of the department and the City.
PERIPHERAL DUTIES AND RESPONSIBILITIES:

SUCCESSFUL INCUMBENTS FOR THIS POSITION WILL:
HAVE THE KNOWLEDGE OF:
  • Electrical safety practices

  • Applicable laws, codes, regulations, policies, procedures and ordinances
  • Record‑keeping techniques
  • Interpersonal skills using tact, patience and courtesy
BE SKILLED IN:
  • Maintaining records and preparing written reports
  • Communicate effectively both orally and in writing
HAVE THE ABILITY TO:
  • Program, modify, repair and maintain traffic signals, ITS system, street lighting and other electrical circuits and equipment
  • Read and interpret blueprints, plans, schematics, diagrams and charts
  • Analyze situations accurately and adopt an effective course of action
  • Prepare and maintain legible and accurate records and reports
  • Establish and maintain effective working relationships with other employee, supervisors, managers and the general public
  • Meet schedules and timelines
  • Effectively coordinate, perform and complete multiple duties and assignments concurrently and in a timely manner.
SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:
Education: Graduation from high school supplemented by two (2) years of college level course work or vocational training involving electronics technology; and
Experience: Two (2) years of experience installing, diagnosing and repairing traffic signals, video cameras and related equipment used for traffic studies, and street lighting equipment; or experience with electronic control systems and lighting equipment; or one (1) year of experience as a Signal Technician I with the City of Kent
LICENSES AND OTHER INFORMATION:
  • Valid Washington State Driver's License
  • International Municipal Signal Association (IMSA) Certification at least at a level two signal technician, or the ability to obtain this certification within two year of employment in this position
  • Flagger certification or ability to obtain within 6-months of employment
  • Must successfully pass the City's pre-employment driver's records check; successfully complete the City's Defensive Driving Course; and maintain an excellent driving record
  • Must successfully pass a position specific background inquiry
MACHINES, TOOLS AND EQUIPMENT USED:
Traffic operation related tools and equipment including, but not limited to, lift truck, multi-meter, amp probe, meg ohm meter, oscilloscope, inductive locater, loop analyzer, automated test equipment, fiber optic tester, soldering gun, traffic counters, signal and preemption equipment, and assorted hand and power tools.
Typical business office machinery and equipment including, but not limited to, personal computer, telephone, cellular phone, fax and copy machine and calculator.

The incumbent must regularly lift and/or move up to 30 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 80 pounds. May be required to lift and/or move 100 pounds or more with assistance.
Specific vision abilities required by this job include close, distance, color and peripheral vision; depth perception; and the ability to adjust focus.
WORKING CONDITIONS:
Work includes some indoor and mostly outdoor environment; subject to climbing and lifting; frequently working near electrical/mechanical parts; exposed to various weather including wet and/or humid conditions; work is frequently performed in high, precarious places; exposed to moving traffic and risk of electrical shock. Work flexible work schedules, subject to rotating shifts, alternative work schedules, and call backs on evenings, weekends and holidays. The noise level in the work environment is usually moderate to loud.
