The City of Kettering’s Parks, Recreation & Cultural Arts Department is seeking an exceptional professional to fill the Regular Full-Time position of PRCA Manager II (Parks). The PRCA Manager II (Parks) organizes, assigns and supervises the work of Parks crews in many areas not limited to mowing, construction, weed control, tree removal, facility maintenance, snow and ice removal and equipment maintenance. The PRCA Manager II (Parks) assists the superintendent in budget preparation, control and prepares cost estimates. Exercises initiative and professional judgment in the performance of duties.


Qualifications: A four-year professional degree in a related field, along with education and/or experience in park planning, design and construction. Considerable grounds maintenance and crew leading experience within the skilled or green industry trades. Supervisory experience of a progressively responsible nature in organized park and recreation role desired. Other desirable certifications include: Certified Playground Safety Inspector, CDL-A, licensed spray applicator and Certified Parks and Recreation Professional (CPRP). Working knowledge or formal training on Microsoft Word and/or Excel, Auto CAD, GIS/GPS software and applications is also desirable. Good organizational and staff supervisory skills are required, as well as the ability to work effectively with all employees, city officials, and the general public.

GENERAL STATEMENT OF DUTIES:

This experienced professional plans and supervises the work of Parks Service workers and seasonal groundskeepers in the maintenance and development of park grounds and facilities. Does related work as required.


DISTINGUISHING FEATURES OF THE POSITION:

The employee in this position oversees a variety of laboring tasks that require knowledge of proper methods of park maintenance. The supervisor assigns and lays out work for work crews and instructs personnel in proper methods and procedures to be followed. Assigns priority of work projects and assembles work crews for emergencies. Duties are performed with a degree of independence. Work is performed under the general guidance of the Parks Superintendent.


EXAMPLES OF DUTIES: (Illustrative Only)

  • Organizes, assigns and supervises the work of Parks crew efficiently and effectively Instructs and trains personnel in methods and procedures of the work, including mowing, construction, weed control, bed maintenance, facility maintenance, propagation and care of trees and shrubs, mulching program, tree removal, debris pick-up, snow and ice removal and equipment maintenance;
  • Assists in the design of parks and park features including master plans, play equipment, sports fields, trails, landscapes and corresponding cost estimates;
  • Determines priority of work projects;
  • Keeps records and progress reports, including written reports;
  • Requisitions supplies and materials;
  • Assists Superintendent in budget preparation, control and prepares cost estimates;
  • Assists Superintendent in keeping positive contact with garden clubs, civic groups, etc., and other public relations activities;
  • Sees that proper safety devices and equipment are used;
  • Works closely with other City departments and divisions in carrying out overall objectives of the department and City;
  • Acts as a liaison between the recreation, Fraze, and Arts divisions and the parks division to provide needed assistance for special events, festivals and other programs.
  • Regular and predictable on-site attendance required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of grounds maintenance and other park maintenance operations. Thorough knowledge and skill in the operation of equipment used in parks maintenance, as well as a thorough knowledge of safety precautions applicable to the duties of this position. Must have the ability to train subordinate personnel in the safe use and operation of equipment; to give clear instructions and training to personnel and to plan and supervise the work of others. Must be able to write and speak in an effective manner and present ideas to city staff and public groups. Must be in adequate physical condition to perform the duties of the position. A high degree of integrity, good professional judgment, motivation, positive attitude and a willingness to put forth time and effort to successfully carry out the responsibilities of the position are also required. Must be able to establish and maintain effective working relationships with city staff members, volunteers and the general public.


ACCEPTABLE EXPERIENCE AND TRAINING:

Considerable grounds maintenance and crew leading experience within the skilled or green industry trades. Supervisory experience of a progressively responsible nature in organized park and recreation role. Possess the mechanical aptitude to understand operation of parks equipment to be able to detect problems and direct maintenance and repair; an understanding of various construction skills, including carpentry, concrete, fencing, steel fabrication, grading to direct construction, major and minor repair and correct safety hazards. Working knowledge of all plant material, pet and disease control, herbicides and fertilization.


A four-year professional degree in a related field preferred, along with education and/or experience in park planning, design and construction. Other desirable certifications include: Certified Playground Safety Inspector, CDL-A, licensed spray applicator and Certified Parks and Recreation Professional. Working knowledge or formal training on Microsoft Word and/or Excel, Auto CAD, GIS/CPS software and applications is also desirable.
