General Purpose
Responsible for performing advanced financial analysis to support the City's fiscal health and strategic objectives, including overseeing the Annual Fee Review, preparing Financial Forecasts, managing Budget Amendments, and providing leadership in the administration and management of the Capital Improvement Program (CIP), among other key responsibilities.
Essential Duties
Core Competencies
Performs detailed financial analysis for large-scale projects, analyzing cost estimates, expenditures, and revenue sources.
Leads projects related to the Rate and Fee Review, including analysis, recommendation, and implementation of new rates and fees across city services.
Oversees the creation and publication of the city's annual budget document, ensuring accuracy, clarity, and compliance with regulatory requirements.
Manages other large-scale projects, providing strategic insights, analysis, and guidance to ensure timely and successful completion.
Collaborates with senior leadership to implement key financial strategies related to major citywide projects.
Coordinates with multiple departments to collect and analyze financial data for various city initiatives, ensuring alignment with budget goals and objectives.
Leads the development, planning, and management of the City’s Capital Improvement Program (CIP), ensuring projects are on budget and progress is tracked.
Works closely with department heads and the Budget team to allocate resources for capital projects and ensure proper funding is in place.
Assists in the preparation and presentation of CIP-related financial reports, ensuring they meet all compliance and budgeting standards.
Oversees the financial management of CIP projects from planning through completion, ensuring fiscal accountability.
Collaborates with various departments to coordinate capital project budgets and timelines.
Monitors CIP-related expenditures and recommends adjustments based on financial performance.
Ensures the accuracy of financial records and reports related to CIP funding and project status.
Conducts long-term forecasting for capital projects to identify future funding needs and gaps.
Adheres to assigned work schedules and ensures compliance with City policies, including Personnel Rules and Regulations.
Maintains a valid driver’s license, if required, and adheres to City driving policies.
Performs other related duties as assigned.

- Minimum of three years of experience in accounting, finance, or closely related field; or,
- Any equivalent combination of related education and experience.
- Master’s degree or Certified Government Finance Officer (CGFO) preferred.
- Ability to communicate effectively orally and in writing.
- Skills in operating various types of office equipment to include but not limited to personal computer, portable computer, adding devices, telephone, fax, various types of software.
- Working knowledge of budgetary accounting and reporting systems.
- Considerable knowledge of modern governmental accounting, theory, principles and practices.
- Considerable knowledge of internal control procedures and management information systems.
- Working knowledge of data analysis methods and principles.
- Considerable knowledge of public finance systems.
