Job Description

To assist the Airport Maintenance Manager directing and managing the airside and landside maintenance operations of the Killeen Regional Airport.

This position has supervisory responsibilities of Inter-Governmental Service Agreement (IGSA) Airport Maintenance employees.

Essential Duties

Assists Airport Maintenance Manager as needed.

Develops, coordinates, and administers maintenance training programs.

Create weekly work schedules, reviews and approves employee’s time online.

Observes, evaluates, manages, trains, mentors, and supervises employees in their associate work programs.

Maintains and enhances employee, skills, and knowledge in proper and safe techniques of airside and landside maintenance.

Oversees the maintenance, repair, and operational efficiency of major equipment systems such as Passenger Boarding Bridges, multiple baggage handling systems, the HVAC system of a 92,000 square foot terminal, manual and automated car wash and central vacuum facility, the pre-conditioned air-conditioning systems on the passenger boarding bridges, as well as other sophisticated systems.

Oversees intricate troubleshooting and diagnostics, identifies problems, researches parts, and makes repairs to mechanical, electrical, and logic systems on baggage conveyance system, passenger boarding bridges, Ground Power units (GPUs), Preconditioned air units (PCUs), carwash equipment, and other sophisticated systems

Coordinates and manages scheduled and unscheduled preventative maintenance on all airport major electrical and mechanical systems and grounds maintenance equipment.

Manages inventory control and making purchases needed to operate airport and support facilities.

Reacts to aviation related emergencies and, if applicable, initiates the Airport Emergency Plan.

Ensures the airfield is maintained in compliance with Federal Aviation Administration (FAA) standards.

Inspect, supervises, and performs airfield, grounds and building maintenance and repairs.

Supervises and performs construction and maintenance projects including concrete work, horticulture, earthwork, pavement maintenance, and painting maintenance.

Supervises the performance of custodial duties in the commercial passenger terminal and other public buildings managed by the Department of Aviation.

Performs a variety of tasks to maintain the overall operability and appearance of the airport property; coordinates with other City of Killeen departments and other divisions of the Department of Aviation for maintenance required that exceeds the capability of the Department.

Uses UNICOM (ILE)/Airport Operations radio (GRK) and administrative radio systems involving limited air traffic management and directing departmental work function.

Manages and oversees the Intergovernmental Services Agreement (IGSA) with Fort Hood involving airfield maintenance such as runway rubber removal, crack sealing, minor asphalt/pavement repairs, airfield marking/striping, runway/taxiway lighting signage and other airfield systems. Involves significant coordination with Robert Gray Army Airfield Operations section as well as Air Traffic Control.

Ensures selected maintenance employees are properly trained and certified to apply herbicides and pesticides.

Serves on various City/Airport employee committees as required and assigned.

Represents the city at various conferences and meetings.

Performs other duties as assigned.

Required Minimum Qualifications

Education and Experience:

  • A high school diploma or equivalent and four (4) years of building and grounds maintenance experience.
  • Three years of supervisory experience is preferred.
Knowledge, Skills and Abilities:
  • Working knowledge of equipment, materials and supplies used in building and grounds maintenance;
  • Working knowledge of equipment and supplies used to do minor repairs;
  • Some knowledge of first aid and applicable safety precautions;
  • Skill in operation of listed tools and equipment; basic computer skills, office correspondence, and time management techniques;
  • Ability to troubleshoot and repair a wide variety of equipment;
  • Working knowledge in the areas of electrical repair, air conditioning, plumbing, construction, vehicle mechanics, and pavement maintenance;
  • Ability to work independently and to complete daily activities according to work schedule;
  • Ability to communicate orally and in writing;
  • Ability to use equipment and tools properly and safely;
  • Ability to understand and follow written and oral instructions;
  • Ability to establish effective working relationships; and,
  • Ability to maintain regular and punctual attendance.

Supplemental Information

SPECIAL REQUIREMENTS

Must have a valid Texas Driver's License by date of hire and comply with the City of Killeen driving policy.

Must obtain an Herbicide Applicator's License within one (1) year of requirement notification.

May be required to work rotating shifts, including nights, weekends, and holidays.

Must pass a criminal history, fingerprint-based, record check and background check.

TOOLS AND EQUIPMENT USED

Computer, Microsoft Office Suite software, copier, FAX machine. Operate trucks, tractors, mowers, runway sweeper, hydraulic lifts, pesticide applicators, welder, paint equipment, standby generator, assorted power tools, and various pieces of equipment. Use both vehicle and hand-held radios.

The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; and talk and hear.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works near moving mechanical parts. The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, hazardous chemicals, fuel fumes or airborne particles, and aircraft noise.

The noise level in the work environment is usually quiet during indoor night shift operations. The noise level in the work environment is high when working outdoors close to aircraft, mowing equipment, and power tools.
