The Executive Director of Development Services oversees the Development Services Department. The scope of the job includes the ability to perform a variety of complex and professional leadership and management duties. This position is responsible for managing several divisions, which provide community services for the City of Killeen. Join a team where we welcome visionaries and appreciate keen achievers. GENERAL PURPOSE

Performs a variety of supervisory and administrative work in current and long-range planning programs of the city related to the development and implementation of land use and related municipal plans and policies, Building Inspections and Permits, Code Enforcement, and Downtown Revitalization.

SUPERVISION EXERCISED

Exercises supervision of the employees in the Development Services Department. Directly supervises Director of Planning, Director of Code Enforcement, Building Official, Director of Downtown Revitalization, and Executive Assistant.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

CORE COMPETENCIES:

Supervises Planning, Building Inspections and Permits, Code Enforcement, Downtown Revitalization to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.

Supervises the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.

In the absence of the Director of Planning, serves as staff coordinator to Planning and Zoning Commission.

Provides Staff support to City Council.

Attends City Council meetings and acts as Staff advisor on planning and development matters.

Directs preparation of all agenda materials for Planning and Zoning Commission hearings.

Directs preparation of agenda materials for City Council hearings related to the Development Services Department.

Develops and writes ordinances, revisions for Planning and Zoning Commission and City Council consideration.

Provides technical and professional advice; makes presentations to supervisors, City Council, boards, commissions, civic groups, and the general public.

Prepares a variety of studies, reports, and related information for decision-making purposes.

Prepares grants and applications for submittal to various state and federal agencies for specific projects and acts as liaison between the City and those agencies to obtain approval and to administer the allocation and utilization of the funds involved.

Assists in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste or other plans and codes to meet the City's needs and any inter-governmental agreements or requirements.

Evaluates land use proposals to ensure compliance with applicable city, state, or federal laws.

Assists city staff in the enforcement of local ordinances and in interpreting city codes and master plans.

Serves when needed as a member of a planning task force composed of city, county, state, and service organization groups.

Prepares and writes grant application components relating to geographic, maps, plats, site plans, etc.

Responds to citizens inquiring about city planning and zoning regulations and ordinances.

Consults with and direct activities of prospective land developers.

Attends Central Texas Council of Governments Transportation Technical Committee and Policy Planning Board meetings.

Serves as a member of various staff committees as assigned.

Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning.

Performs other duties as assigned.

Required Minimum Qualifications

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

1. Graduation from an accredited four-year college or university with a degree in land use planning, urban planning, landscape architecture, public administration, or a closely related field; Master’s degree, preferred; and

2. Five (5) years of experience in directing Planning, Building Inspections and Permits, Code Enforcement, or Downtown Revitalization;

3. Public sector experience, preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

1. Considerable knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement; extensive knowledge of planning programs and processes; Building Inspections/Permits and Code Enforcement; working knowledge of personal computers.

2. Ability to communicate effectively orally and in writing with City Council, Planning and Zoning Commission, architects, contractors, developers, owners, supervisors, employees, and the general public; ability to establish effective working relationships.

3. Maintain regular and punctual attendance.

SPECIAL REQUIREMENTS

  • Must have a valid driver’s license by date of hire.
  • Must obtain and maintain a Texas Driver’s License within 90 days of hire.
  • Must complete National Incident Management System (NIMS) training within first year of employment.

TOOLS AND EQUIPMENT USED

Personal computer, including word processing software; motor vehicle; calculator; phone; copy and fax machine, electronic drafting, and other occupation-related business equipment as needed.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk and hear.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles.

The noise level in the work environment is usually quiet in the office, and moderate in the field.
