What are the responsibilities and job description for the Construction Inspector position at City of Killeen?
To work under direct supervision and perform field material measurement and texting during the construction of public works infrastructure to ensure conformance with City development standards and project plans and specifications.
SUPERVISION EXERCISED
Employee has no supervisory responsibilities.
CORE COMPETENCIES:
Performs construction material measurement and quality testing for Public Works infrastructure projects, to include transportation, water, sewer, and drainage infrastructure. Such infrastructure may be constructed by City crews, City-retained contractors, or private developers.
Coordinates activities with the City Engineer, the Chief Construction Inspector, other Public Works construction inspectors, residential project representatives, and private development construction site managers.
Ensures public and private infrastructures are constructed in accordance with released construction plans, and applicable development guidelines.
Monitors work within the public rights-of-way and easements to ensure protection of municipal franchise utility assets.
Compiles and maintains projects inspection records to included test results, inspection logs, working records plans, photographic date, and punch lists that identify specific findings.
Responsible for security and maintenance of all assigned equipment, to include City-owned motor vehicles.
May serve as a member of various employee committees.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver’s license, if required, and complies with City of Killeen driving policy accordingly.
Performs other duties as assigned.
Education and Experience:- Graduation from high school or equivalent, and
- Two (2) or more years of construction experience; or
- Any equivalent combination of education and experience.
Knowledge, Skills and Abilities:
- Ability to effectively communicate technical information, orally and in writing.
- Knowledge of building and construction principles.
- Skill in operating assigned tools and equipment.
- Ability to perform mathematical computations.
- Skill in reading and interpreting construction drawings, plans and specifications.
- Maintains regular and punctual attendance.
- Must have a valid driver's license by date of hire.
- Must obtain and maintain a Texas Driver’s License within 90 days of hire.
- Must be physically capable of moving about on construction work sites.
- Must have or obtain a Class C Water Operations License and Class II Sanitary Sewer Operators License from the TCEQ within eighteen (18) months from the date hire.
- Obtain other licenses or certifications as required by law.
- Certified as a Certified Stormwater Inspector or ability to obtain within six (6) months from the date of hire.

Measuring and testing equipment; personal computer; handheld calculator; smartphone; hand tools; necessary safety equipment.

Work is performed indoors and outdoors. Outdoor work is required in the inspection of various construction projects. Must be able to work outsides for extended periods in a wide range of weather conditions.
Hand-eye coordination is necessary to operate various pieces of equipment.
While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to fingers, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch or crawl; talk and hear.
The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
The noise level in the work environment is usually quiet in the office and moderate to loud in the field.
