General Purpose
 
To directs the activities of the crew on the tipping floor of the Transfer Station that receive, process, and load solid waste for transport; assists with the training of equipment operators and operates the activity in compliance with the Site Operating Plan.      
 CORE COMPETENCIES:
 
Directs and coordinates the activities of the activities of the equipment operators on the tipping floor of the Transfer Station; directs work and issues oral instructions; Ensures the Transfer Station building and grounds are maintained and cleaned in accordance with the Site Operating Plan; serves as Supervisor in event of his/her absence.
 
Operates the activity and facility in accordance with the Site Operating Plan; must be thoroughly knowledgeable of the Site Operating Plan; instructs and trains personnel concerning proper operating procedures and methodology.
 
Operates heavy equipment to remove solid waste from the Transfer Station’s floor and load into trailers that transport the waste to a landfill; maintains radio communications with scale attendant and other operators at all times; maintain and clean the Transfer Station floor and grounds as per operating permit.
 
Regulates traffic in and out of the Transfer Station to assure safety of general public and Transfer Station personnel; receives and screens in-coming waste that is deposited onto the Transfer Station’s floor, either from the general public or the City’s collection vehicles; ensures waste is deposited in a safe manner and unauthorized waste materials are not deposited.

Maintains effective communications and coordination with the contractor's liaison concerning the transportation and disposal services provided by the contractor; informs Supervisor of noncompliance with contractual provisions.
 
Performs post-closure maintenance of closed landfills; excavates, screens, hauls, compacts materials to specifications; grades final cover; controls erosion.
 
Performs operator level preventive maintenance; to include daily cleaning, on assigned vehicle and equipment.
 
Must be constantly alert to potentially hazardous conditions to prevent accident or injury; adheres to safety precautions and regulations related to the operation of equipment; complies with all City and departmental safety rules, policies, and procedures; uses and wears personal protective equipment and clothing, and complies with safe working controls; reports all accidents or injuries to the supervisor immediately; completes reports as required.
 
Effectively works together to meet the needs of the community and City through superior customer service, commitment and integrity. 
 
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; and complies with City of Killeen driving policy accordingly.
 
 Performs other duties as assigned.Education and Experience:
     
  1. Graduation from high school or equivalent; and
  2. Two (2) years of solid waste or transfer station operations experience.

 Knowledge, Skills and Abilities:
 
  1. Ability to understand and carry out written and oral instructions.
  2. Ability to perform operations safely;
  3. Knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment and tools;
  4. Ability to perform heavy manual tasks for extended periods of time, often under adverse weather conditions;
  5. Ability to establish and maintain effective working relationships with employees, supervisors and the public;
  6. Knowledge of City ordinance pertaining to municipal solid waste collection and disposal services. 
  7. Ability to maintain regular and punctual attendance.
     
Special Requirements:
 
  1. Must have valid Texas Class C driver’s license.
  2. Must have the ability to obtain a waste screening certificate within one (1) year from date of hire.
  3. Must be able to acquire and maintain a class “B” MSW operator’s license within two (2) years from date of hire.
     
Tools and Equipment Used
Motorized vehicles and equipment, including dozer, grapple crane, utility truck, front end loader, skid-steer loader, common hand and power tools, shovels, phone; radio; safety equipment; air compressor; and steam cleaner.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee regularly works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is regularly exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
 
The noise level in the work environment is usually loud.
 
This is a Safety Sensitive job.
