What are the responsibilities and job description for the Equipment Operator (Commercial) position at City of Killeen?

To perform skilled work in driving and operating commercial waste collection vehicles with hydraulic collection mechanisms, such as, hydraulically operated forks, crane with clam attachment, packer mechanism, and hoist mechanism used to pick up dumpster containers.

CORE COMPETENCIES:
Operates the mechanical forks used to hoist and maneuver the dumpster containers, empty the container contents into the body of the vehicle, and return the dumpster container to its prescribed area; receives and follows an assigned daily route for waste collection; completes special collections as assigned; drives truck to transfer station to dispose of refuse in designated areas as directed by facility personnel; Operates the scale to obtain weight of garbage unloaded onto tipping floor. 

Drive a waste collection vehicle equipped with hoist mechanism for picking up large containers (20, 30, and 40 cubic yards). Picks up container from customer, drives truck to transfer station to dispose of refuse in designated areas as directed by facility personnel; and either returns the container to stock or to customer as requested; completes special collections as assigned. 

Operates rear-load waste collection vehicle with hydraulic packer mechanism, and crane with clam attachment for the pickup of large items such as furniture, appliances, and other bulky solid waste.

Prepares Pre-Trip and Post-Trip vehicle inspection reports according to the division’s policies; checking fluid levels and operating condition of assigned truck. Reports any malfunctions or repair work needed to Supervisor. Performs operator level preventive maintenance; to include daily cleaning, on assigned vehicle and equipment. 

Operates the waste collection vehicle in high-risk traffic conditions; remains alert to surrounding environment and potential safety hazards; collects waste in a safe manner, assuring the safety of the general public. 

Performs waste screening at the curb or pickup point and reports uncollectable or hazardous materials to the supervisor; maintains radio or other communications with the supervisor and/or office. 

Assists in enforcement by "tagging" customers for non-conformance to standards according to the City’s and department's policies and procedures; gives an information or warning tag for non-conformance to standard; responds to complaints and inquiries from commercial customers within scope of authority; explains actions to supervisor. 

Adheres to safety precautions and regulations related to the operation of equipment; complies with all City and departmental safety rules, policies, and procedures; uses and wears personal protective equipment and clothing and complies with safe working controls; reports all accidents or injuries to the supervisor immediately; completes reports as required; trains and instructs others on the proper operation of the collection vehicle and equipment. 

Effectively works together to meet the needs of the community and City through superior customer service, commitment, and integrity. 

Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; and complies with City of Killeen driving policy accordingly. 

Operates other commercial equipment as needed. 

Performs other duties as assigned.

Education and Experience:

  1. Six (6) months experience in driving and operating a solid waste collection vehicle; or a similar type vehicle; or
  2. Graduation from an accredited CDL School: and
  3. Graduation from high school or equivalent, preferred.

Knowledge, Skills and Abilities:

  1. Ability to understand and carry out written and oral instructions.
  2. Ability to perform operations safely;
  3. Knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment and tools;
  4. Ability to perform heavy manual tasks for extended periods of time, often under adverse weather conditions;
  5. Ability to establish and maintain effective working relationships with employees, supervisors and the public;
  6. Knowledge of City ordinance pertaining to municipal solid waste collection and disposal services.
  7. Ability to maintain regular and punctual attendance.

Special Requirements

Must have a valid Texas CDL (Class B) License.


Tools and Equipment Used

Motorized vehicles and equipment, including vehicle equipped with hoist mechanism for picking up large containers; vehicle equipped with mechanical forks, trash compactor, common hand tools, air jack and safety equipment.

The employee must constantly lift and/or move up to 50 pounds and frequently lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

This position is a safety sensitive position.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee regularly works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee is frequently exposed to fumes or airborne particles, toxic or caustic chemicals.

The noise level in the work environment is usually loud.
