OVERVIEW

The City of Kingman has an opening for a Safety & Risk Manager. This position is on a four 10-hour day schedule, Monday through Thursday. If you enjoy working with the public and are eager to make a meaningful impact, this position could be the perfect fit for you! The City of Kingman is located in Mohave County approximately 100 miles southeast of Las Vegas and 195 miles northwest of Phoenix nestled between the beautiful Cerbat and Hualapai Mountain Ranges along historic Route 66. GENERAL DESCRIPTION

The Safety & Risk Manager is responsible for leading and modernizing the City’s safety, risk management, and compliance programs. This position ensures regulatory compliance, reduces financial liability, and integrates innovative technology-driven solutions to improve workplace safety and operational risk mitigation. The role involves digital risk management, data-driven decision-making, and interdepartmental engagement in risk reduction efforts.

SUPERVISION RECEIVED

Works independently with considerable latitude for discretion and judgment under the broad guidance and general supervision of the Human Resources/Risk Management Director.  Work is reviewed through conferences and reports relating to goals, objectives, and accomplishments to the HR/RM Director on service delivery and planning.


SUPERVISION EXERCISED

Directly supervises Safety & Risk Specialist and assigned staff; Provides safety and risk management direction to departments and assigned committees. May act as Human Resources/Risk Management Director in their absence.


EDUCATION & EXPERIENCE

  • Bachelor’s degree in Public Administration, Business Administration, Finance, Risk Management, Occupational Safety, or a related field.
  • Five (5) years of progressively responsible experience in public risk management, claims management, occupational safety, loss control, or loss prevention programs.
  • Two (2) years of supervisory experience preferred.
  • OR an equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

PREFERRED QUALIFICATIONS

  • Certified Risk Manager (CRM), Associate in Risk Management (ARM), or Construction Risk Insurance Specialist (CRIS) certification.
  • Experience in data-driven risk analysis, risk management, and predictive safety modeling.
  • Familiarity with OSHA, ISO 45001, and municipal risk management best practices.

SPECIAL REQUIREMENTS

  • Must possess a valid Arizona driver’s license or obtain one before employment.
  • Must be physically capable of conducting on-site inspections and using digital safety tools.
  • May be required to work irregular hours or respond to emergencies.

Essential functions include but are not limited to:

  • Implement digital risk management tools, predictive analytics, and monitoring systems to assess and mitigate safety risks.
  • Oversee the City’s liability, property, and automobile claims programs, utilizing data-driven decision-making for risk assessment and reduction.
  • Develop and execute risk management strategies and policies in collaboration with IT to protect municipal data.
  • Coordinate resilience and emergency preparedness planning to address evolving environmental and workplace risks.
  • Administer and modernize the City’s workers’ compensation program, including integrated case management systems for improved tracking.
  • Establish and oversee virtual safety training programs using e-learning platforms and real-time safety monitoring technology.
  • Lead interdepartmental risk mitigation task forces and serve as a strategic advisor to city leadership on emerging risk trends.
  • Expand employee engagement by developing interdepartmental safety initiatives in conjunction with city-wide safety committee.
  • Conduct contract risk management assessments, ensuring alignment with evolving legal, insurance, and compliance requirements.
  • Develop workplace safety and wellness initiatives, including mental health safety, ergonomics, and employee well-being programs.
  • Monitor and ensure compliance with OSHA, ISO 45001, and evolving industry standards.
  • Establish sustainable risk reduction practices, integrating OSHA standards and environmentally friendly workplace safety strategies.
  • Create and maintain digital dashboards for real-time risk assessment, trend tracking, and safety analytics.
  • Serve as a primary liaison with state and federal regulatory agencies, industry groups, and city stakeholders.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge of:

  • Emerging risk management technology, predictive analytics, and physical and cybersecurity risks.
  • Climate resilience and sustainable workplace safety practices.
  • Risk monitoring and real-time safety tracking tools.
  • Risk management principles, loss prevention strategies, and liability assessment.
  • OSHA, ADOSH, NFPA, DOT, and ISO 45001 safety regulations.
  • Public sector insurance policies, contracts, and compliance requirements.

Skills in:

  • Utilizing digital risk management software and predictive analytics.
  • Leading cross-departmental risk mitigation efforts and strategic planning.
  • Conducting in-depth investigations, gathering data, and analyzing risks.
  • Developing and implementing modern workplace safety, wellness and mental health safety programs.
  • Effective communication with employees, city officials, insurers, and the public.

Ability to:

  • Adapt to new risk management technologies and methodologies.
  • Manage physical and cybersecurity-related risks in collaboration with cross-departmental teams.
  • Assess workplace safety risks and implement innovative solutions.
  • Maintain confidentiality of sensitive information.
  • Interpret complex regulations and ensure proactive organizational compliance.
