SUPERINTENDENT OF NATURAL GAS OPERATIONS
Division Overview
Natural Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. As a whole, Natural Gas Operations is responsible for all aspects of the natural gas distribution and operations, including planning, engineering, maintenance and construction, restoration and emergency response.
Position Summary
Under the Direction of the Energy Services Director the Superintendent of Natural Gas Operations over sees Natural Gas Operations, serving customers by providing timely completion of natural gas maintenance, construction, & regulatory work, and damage control.
This position leads and directs the natural gas supervisor. The Superintendent leads and fosters a culture of employee engagement,and communicates clear expectations. They develop and monitor performance agreements, coach employees, ensure that training, development and required certifications are current, and take disciplinary action as needed.

Minimum Qualifications
Bachelor's Degree or equivalent experience 8 years of related business experience
2 years of supervisory experience
Business Management and Operations Management experience
Experience supervising construction employees Experience in a maintenance and construction organization
Experience directing the preparation of schedules, records, and reports of work progress, future projects, and evaluation of completed tasks
Experience managing capital, O&M, and labor budgets
Thorough knowledge of the use of equipment and materials
Thorough knowledge of the occupation hazards and safety precautions working with Natural Gas Systems
Thorough knowledge of related engineering specifications, requirements and related environmental laws
General knowledge of purchasing procedures
General knowledge of supervisory principles and practices and City personnel policies Considerable knowledge of the organization's gas customer policies and fees
Some knowledge of surveying principles and practices Ability to lead, supervise, train and develop employees
Ability to operate computers to maintain records and prepare reports Ability to read plans maps, and drawings
Ability to establish and maintain effective working relationships with supervisors, peers, subordinates and citizens
Ability to maintain and prepare accurate plans and reports Subject to random drug and alcohol testing
Travel for conferences and training is required Commercial Class A Drivers License preferred

Responsibilities
- Responsible and accountable for the Natural Gas Distribution, Maintenance & Construction (M&C) System, serving customers by providing timely completion of natural gas maintenance, natural gas construction, & regulatory work, and / or natural gas damage control.
- Ensures that all work in assigned area is completed within scope, schedule and cost and on time, while providing quality service and adhering to safety and regulatory compliance.
- Manage capital & expense, O&M, and labor budgets
- Assesses complex field situations and makes decisions and recommendations for solutions
- Ensures a high customer satisfaction by always keeping the customer needs in the forefront of decision making.
- Identifies and influences implementation of best practices to improve productivity and safety and to reduce operating costs
- Partners and pursues integration with peers, staff departments, matrix organizations and outside agencies to achieve departmental goals and improve overall business results.
- Establishes assessment systems and monitors activities to ensure compliance with established policies and procedures
- Engages employees in process improvements and acts on their feedback
- Prepares, attends, presents and participates in meetings such as general staff, safety, Ethics and Compliance, Labor Management, Regulatory, Ad Hoc, etc.
- Troubleshooting and commissioning experience with natural gas regulator stations, including odorizer skids, telemetry, and SCADA
- Installation of large volume meter sets (Commercial, industrial, and ultra-sonic meters)
- Project Management
- Thorough knowledge of DOT 192, 193, & 195, Federal Pipeline Safety Act, International Fuel Gas Code, local and state gas codes
- Exceptional experience in sizing regulators, relief valves, and meters with optimal flow capacities
- Exceptional ability to create and implement policy and procedures
- Manage inventory levels to absolute minimum value without compromising emergency and ongoing construction requirements, including determining and maintaining adequate levels of inventory for new construction and maintenance activities
- Responsible for identifying items which are obsolete to be removed from inventory and disposed of at least annually
- Participate in specification of new equipment and material standards
- Responsible to perform and submit a timely year-end inventory count
- Perform, direct, and monitor required work in connection with design, staking, and inspection; direct required work for the construction, maintenance, and operation of gas distribution, ensuring safety practices are observed by crews during their work and that work meets specifications
- Keep current on new technologies associated with the natural gas distribution industry
- Participate with senior leadership in evaluating, proposing, and implementing approved technology systems and infrastructure such as mapping systems, trouble report systems
- Thorough knowledge in business and residential leak surveys, atmospheric corrosion surveys, gas leak detection, line locating, valve maintenance, and corrosion control
Additional Job Duties
This employee performs any other tasks essential to the Natural Gas Division and /or City needs, deemed necessary by supervision, in a professional manner.
Physical Requirements
Must be able to perform the basic life functions of climbing, balancing, stooping, crouching, reaching, standing, walking, lifting, fingering, grasping, talking, and hearing
Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects
Must possess visual acuity necessary to read maps and diagrams, to operate a vehicle, and to read and prepare reports including the analysis of data and figures.
