What are the responsibilities and job description for the Senior Fiscal Assistant (Payroll) position at City of Kingsport?
Perform payroll processing functions, including such activities as the timely payment of all employees, tax payments, etc. within the City’s central accounting and financial reporting systems.• Perform bi-weekly payroll for either City or School employees depending on assignment, update data, and ensure balance and reconciliation of payroll reports;
• Provide training and guidance on payroll processing, policies, and procedures to supervisors, timekeepers, management, and leadership;
• Troubleshoot and correct time submission error;
• Participate in the implementation of new payroll procedures and software;
• Monitor and maintain the accuracy of payroll transactions and back-up documentation to meet audit requirements;
• Process payments to vendors and outside agencies using the City’s mainframe computer and software;
• Coordinates with departments/divisions to ensure timely receipt of employee hours;
• Performs all duties of Fiscal Assistant due to staffing constraints;
• Trains new employees in the Payroll process and procedures;
• Performs other duties as assigned.• Knowledge of accounting transaction practices and procedures and related laws and regulations;
• Knowledge of basic double entry bookkeeping principles, practices, and methods;
• Knowledge of basic internal controls, fiscal policies, procedures, and standards;
• Knowledge of basic work performance review principles, practices, and techniques;
• Skill in operating a variety of office equipment including personal computer, telephone, copier, computer terminal, ten key calculator, FAX machine and scanner;
• Skill in maintaining basic accounting records and techniques to prepare reports;
• Good communication skills to establish and maintain effective working relationships with city employees and the City’s vendors;
• Skills in PC applications, typing;
• Proficient in the use of Microsoft Office programs;
• Skill in data entry and data processing;
• Knowledge of IRS forms related to payroll including forms W-4 and W-2.
High school graduate or high school equivalent; plus, experience equivalent to five years full time bookkeeping, payroll, or closely related field; OR Associate’s degree in Accounting, Bookkeeping, Office Management, or similar field may substitute for two years of experience; OR Bachelor’s degree in Accounting or similar field may substitute for four years of experience.
