Description
Performs difficult professional work overseeing and implementing the planning, contract monitoring, cost estimating, inspecting and designing and construction phases of public services and City infrastructure projects, and related work as required. Work is performed under the limited supervision of the City Engineer.
Essential Functions
Serving as project manager on infrastructure projects awarded to outside contractors; ensuring compliance with contracts; preparing and maintaining files and records; preparing reports.
The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Acts as project manager in the management and administration of infrastructure projects awarded to outside contractors; reviews and approves contract pay requests.
Confers with consulting engineers and contractors regarding problems and project compliance issues; authorizes minor changes to plans; answers questions and provides project related information to associates, consulting engineers, contractors and regulatory agencies; handles public complaints and concerns regarding projects.
Drafts deeds of easements, temporary construction easements and simple option agreements; researches property ownership and boundaries to secure easements and titles; negotiates with property owners to establish terms of acquisition; consults with City Attorney regarding acquisitions.
Prepares and maintains a variety of records, correspondence and reports.
Researches available grants; coordinates grant administration with various departments and government agencies; prepares responses to grant opportunities; prepares grant monitoring reports and payment requests for submission through appropriate channels; works with Finance Department to ensure grant funds are received.
Assists in the development and implementation of the capital improvement plan.
Supervises construction inspections by city inspectors and contact inspectors.
Performs related tasks as required.
Minimum Qualifications
Thorough knowledge of all phases of public water, sewer, and transportation systems construction, design, materials and contractual work; thorough knowledge of Federal, State and local codes and regulations; ability to interpret plans, specifications and blueprints; ability to oversee and monitor all phases of construction work, identify inferior and code deficient items; ability to evaluate and provide solutions to construction problems and contractual cost effective changes needed to efficiently carry out rehabilitation and special project cases; ability to handle a diverse and complex caseload concurrently; ability to establish and maintain effective working relationships with associates, consultants, engineers and the general public.
Education and Experience
Bachelor's degree with coursework in in engineering, or related field and considerable experience in engineering project design and management, or equivalent combination of education and experience. Minimum 5 to 7 years experience preferred.
Special Requirements
State Certification in water and / or wastewater systems preferred.
Possession of an appropriate driver's license valid in the State of North Carolina
