Performs difficult advanced technical work supervising the construction, installation, maintenance, repair and operation of the City's electric distribution system, and related work as required. Work is performed under the general direction of the Electric System Manager. Division supervision is exercised over subordinate personnel.

Essential Functions

  • Supervises the construction and maintenance of all new electric services.
  • Approves maintenance for substations and generation system.
  • Makes appointments for maintenance of generation systems.
  • Prepares and maintains associated paperwork.
  • Obtains price quotes and orders materials, equipment and supplies for the department.
  • Approves departmental bills for payment.
  • Reviews plans for major construction projects; makes recommendations for electrical service needs.
  • Provides contractors and builders with technical information relating to electrical distribution project.
  • Approves payment for contractors and engineer consultants.
  • Works with and reviews engineering plans and designs for construction of electrical distribution facilities.
  • Works with engineers on electrical problems in other departments.
  • Works with plant engineer regarding problems with electrical system on City side and plant side.
  • Receives and responds to inquiries and questions from the general public.
  • Assists meter department with difficult problems.
  • Writes and approves switching orders.
  • Prepares and reviews work orders.
  • Reviews work progress on various assignments.
  • Conducts field inspections to ensure safe operations.
  • Assists with planning and implementation of career development program.
  • Teaches substation and meter career development programs.
  • Assists in training department personnel.
  • Troubleshoots substation, overhead and underground lines.
  • Coordinates and directs emergency and storm repair activities.
  • Assists in the recruitment and selection process.
  • Recommends candidates for hire.
  • Recommends and/or approves disciplinary action and recommends terminations.
  • Performs related tasks as required.

Minimum Qualifications

  • Associates/Technical degree with coursework in electrical engineering, or related field and extensive experience in the construction and repair of electric systems, including considerable supervisory experience, or equivalent combination of education and experience.
  • Thorough knowledge of an electric utility organization and operation.
  • Thorough knowledge f the practices, methods, equipment and tools used in an electric utility.
  • Thorough knowledge of the occupational hazards associated with the work.
  • Thorough knowledge of electrical theory.
  • Thorough knowledge of the electrical system, facilities and areas served.
  • Ability to plan and supervise the work of electric crews during normal and emergency situations.
  • Ability to train subordinates.
  • Ability to communicate ideas effectively in both oral and written formats.
  • Ability to prepare and maintains records, reports and maps.
  • Ability to establish and maintain effective working relationships with associates, elected officials, contractors, consultants, engineers and the general public.
  • Possession of first aid and CPR certifications.
  • Possession of General Contractors licensing Electrical Beyond P.O.D.
  • Possession of a valid driver license in the State of North Carolina with the ability to obtain a CDL "A" license within 120 days.

Physical Demands

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires standing and using hands to finger, handle or feel, frequently walking and speaking or hearing and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires use of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. heavy traffic, large earth-moving equipment).
