General Statement of Job

The Sr Construction Project Manager performs advanced professional and administrative work with supervisory responsibilities in the management of design and construction projects for the City. This position works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Reports to City Engineer.

Specific Duties and Responsibilities

Essential Functions :

Manages and oversees construction contractors and consultants; develops, administers and negotiates construction and consultant contracts, master plan studies, amendments, change orders, and work authorizations.

Coordinates stakeholders including user and City agencies : City Attorneys, Purchasing, Small Business Division, Building Departments; FDOT and other regulatory agencies.

Supervises other project managers; performs reviews and oversight of projects managed by subordinates; reviews plans and specifications, pay applications, invoices, and Florida Building Code.

Reviews project progress and resolves design and construction related issues; negotiates fees and scope with consultants; designs projects, signs and seals construction documents, permit applications and reports.

Assists with contract developments and bidding process; reviews bids for conformance to construction documents; administers and manages consultant and contractor contracts for adherence and performance.

Establishes a Quality Control / Quality Assurance (QC / QA) Project Program and procedures for the Project Management Section and the Division to standardize the project management process, improve quality and performance.

Carries out special assignments requested by Division Director; meets with subordinates to review the status of their assigned projects; prepares job performance evaluations for subordinates.

Conducts meetings with consultants and contractors to review progress of work and manage all aspects of the project; reviews and approves invoices and payment requests from consultants and contractors; assists in the preparation of new fiscal year budget requests.

Performs related tasks as assigned.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering, or construction management.

Requires ten (10) years in professional architectural, engineering, or construction management work, including four (4) years of experience in project management and supervision of staff appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses

Registration as a professional architect or registered engineer preferred but not required. In lieu of these registrations, consideration will be given to number of years of design and construction related experience. A general contractors license is also preferred.

Minimum Qualifications and Standards Required

Skill Requirements :

Has knowledge of the methods, procedures and policies of the Public Works and Engineering Department as they pertain to the performance of duties of the Sr Construction Project Manager. Has knowledge of the organization of the Department and of related departments and agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has working knowledge in the areas of civil engineering and construction as applied to municipal public works projects and programs. Has thorough knowledge of related equipment, tools and materials. Has thorough knowledge of all applicable codes and regulations, and is able to ensure compliance with such in all department projects. Has the ability to plan and coordinate the most effective use of resources to achieve department goals. Has the ability to offer assistance to co-workers and employees of other departments as required.

Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret technical materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has knowledge of the terminology and various professional languages used within the department.

Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has the ability to communicate professionally in confrontational situations. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has knowledge of and skill in the use of computers. Has knowledge of applicable occupational hazards and safety precautions. Is able to perform duties in occasionally uncomfortable or hazardous conditions during site inspections, including extreme heat or cold, noise, dust, odors, smoke, machinery hazards, wetness, humidity, confined spaces, etc. Knows how to react calmly and quickly in emergency situations.

Physical Requirements :

Must be physically able to operate a variety of machines and equipment including a computer, telephone, calculator, hand tools, etc. Tasks involve the regular and at times sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, entering confined spaces, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing and / or pulling of moderately heavy objects and materials (20-50 pounds).

Requires the ability to compare and / or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Requires the ability of speaking and / or signaling people to convey or exchange information. Includes receiving assignments and / or direction from supervisor.

Requires ability to read a variety of contracts, material details, construction drawings, specifications, policies and procedures, etc. Requires the ability to prepare status reports, work directives, change orders, memos, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions. Must be able to communicate effectively and efficiently in a variety of technical and / or professional languages including engineering, construction, etc. Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals and to determine time and weight. Must be able to use practical applications of trigonometry, geometry, algebra.

Requires the ability to inspect items for proper length, width and shape, and visually read various information. Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles. Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye / hand / foot coordination. Requires the ability to differentiate colors and shades of color.

Requires the ability to deal with people beyond giving and rece1v1ng instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Worker may be subject to danger or risk to a moderate degree. Requires the ability to talk and hear : (talking : expressing or exchanging ideas by means of spoken words; hearing : perceiving nature of sounds by ear).
