Class Title: UTILITY WORKER

Department: Public Works Reports To: Public Works Director

Supervises: None Salary Range: $22.70 - $25.76

POSITION PURPOSE/SUMMARY:

This highly motivated, organized professional will work under the supervision of the Public Works Director or assigned Crew Leader. The employee primarily performs semi-skilled and skilled manual work functions related to installation, maintenance, and repair of roads, sidewalks, water mains, service lines, fire hydrants, drainage systems (ditches, pipes, inlets), and Town facilities and equipment. Employee must be able to work independently with minimal supervision. Afterhours on-call rotation required.

Essential Functions of the Job:

  • Perform various semi-skilled and skilled tasks in the installation, maintenance and repair of roads, sidewalks, water mains, service lines, fire hydrants, drainage systems and Town facilities and equipment
  • Performs services and repairs as needed to maintain public facilities and easements including construction projects, minor electrical/plumbing repairs, masonry, carpentry, painting, cleaning restrooms/shop/work areas, snow removal, and other duties as may be assigned
  • Operate various hand/gas tools, such as but not limited to weed eaters, chain saws, leaf blowers, riding lawn mowers, shovels, brooms, picks, valve keys, pneumatic tools
  • Perform manual repetitive work such as loading, unloading, and carrying materials, supplies, and equipment; placing barricades and warning lights around work area; placing/pouring, finishing, and breaking asphalt and/or concrete
  • Perform a variety of general labor duties such as painting, mowing, weed spraying, brush & weed trimming, tree removal, and garbage removal
  • Remove debris from street rights-of-ways, catch basins, drainage ways and other Town property
  • Work as part of construction crew in road repair, water line repair, gravel spreading or ditch digging; perform routine maintenance on machinery & tools
  • Safely operates vehicles and equipment according to department policies and OSHA standards to ensure all assigned areas are clean, grounds are properly mowed and trimmed and Adheres to safety rules & regulations
  • Assist with various labor tasks in other departments including Parks & Recreation, Wastewater, and Construction/Code/Storm Water Inspections
  • May be required to work overtime or in an on-call status, as directed

Required Knowledge and Abilities:

Graduation from high school or completion of GED equivalency program.

Knowledge of methods, means and material to perform all aspects of this position.

Knowledge of and skill to operate and maintain light and heavy equipment.

Ability to interpret drawings, plans, specifications and engineering issues.

Ability to engage in strenuous labor activities to ensure that an applicant can perform the physical demands with or without accommodations. This could include walking, talking, hearing, using hands to handle, feel or operate objects, tools or controls and reaching with hands and arms. Vision abilities to include close vision, distance vision and peripheral vision, depth perception, and the ability to adjust focus, weight requirements for lifting, pulling, pushing and carrying, the ability to climb, balance, bend, stoop, kneel, crouch or crawl, etc.

Ability to read and understand technical manuals.

Ability to establish and maintain effective working relationships with co-workers, other agencies and the public.

Obtain flagging, First Aid/CPR Training, trenching and shoring and confined spaces certification within one year of employment.

Obtain Public Operators pesticide license within one year of employment.

Ability to maintain required certifications.

LICENSING REQUIREMENT:

Valid Washington State Driver’s License with driving record free from serious or

Frequent violations.

Class A CDL is preferred but not required.

SPECIAL REQUIREMENTS:

Because of the potential dangers working around moving equipment, sewage processing vats, toxic chemicals and electrical shock, employees must remain drug free. Should employee be determined to be using chemical/alcohol action will be taken in agreement with the bargaining unit contract.
