GENERAL DESCRIPTION
Under general supervision, performs stormwater engineering duties as an entry-level technician within the Stormwater Division of the Department of Engineering.
ESSENTIAL FUNCTIONS
Investigates and responds to complaints related to civil, stormwater, and environmental engineering work.
Receives training and instruction in various areas of basic Stormwater Engineering work.
Inspects construction sites (e.g., roadways, stormwater systems, erosion and sediment control, etc.).
Performs research to gather information for various engineering projects.
Assists in inspecting areas for the purpose of ensuring adherence to engineering regulations.
Files and maintains various forms and reports.
Performs necessary inspections, testing, monitoring, education, and enforcement to correct or eliminate stormwater pollutants.
Gathers, sorts, and analyzes various data.
Determines solutions to a wide variety of problems related to construction and/or drainage.
Reviews site plans, plats, and legal documents for stormwater engineering requirements.
Assists with maintenance of a record-keeping system of City Engineering Records.

Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the basic principles and practices of engineering as applied to stormwater engineering.
Knowledge of statistical and research procedures as applied to civil engineering problems.
Ability to use word processing and spreadsheet software.
Ability to perform precise field sampling and stormwater monitoring.
Ability to communicate effectively by both oral and written means.
Ability to utilize electronic data processing equipment.
Ability to analyze and interpret data and to formulate practical recommendations based upon data.
Ability to keep and compile records in an organized manner.
Ability to follow oral and written instructions.
Ability to maintain effective working relationships with the public and fellow employees.
PHYSICAL REQUIREMENTS
This position consists of primarily heavy work, requiring the incumbent to exert up to 100 pounds of force occasionally, or 50 pounds (or less) of force frequently in order to lift/carry, push/pull or otherwise move objects. MENTAL REQUIREMENTS
This position uses relevant principles and procedures to solve practical problems and to deal with a variety of concrete variables in situation where only limited standardization exists. MINIMUM REQUIREMENTS
Graduation from a standard high school or equivalent.
Must possess or obtain within the probationary period an appropriate Tennessee Driver's License as required by State Law.
Ability to become a Municipal Enforcement Officer (unarmed) within the probationary period.
PREFERRED QUALIFICATIONS
The hiring authority may give preference to candidates with work experience in land surveying, civil engineering, geographic information systems, or a related field.
