The City Clerk is hired by and works directly for the City Council under contract. The City Clerk is the local official who administers democratic processes such as elections, City records, and legislative actions ensuring transparency to the public. The City Clerk acts as a compliance officer for state and local statutes including the Open Meetings Act and Public Records statutes; and provides highly complex administrative support to the City Council.The goal of the City of Kodiak is to provide quality services as efficiently and effectively as possible within guidelines established by Federal and State law, the Charter of the City of Kodiak, the Kodiak City Code, and the citizens of Kodiak as represented by the City Council. The City Clerk must perform these duties in a manner that reflects positively on the City. The City Clerk is responsible for maintaining a level of professional expertise that promotes efficient use of the resources available to the City.
EXAMPLE OF DUTIES
Under the general direction of the City Council, develop, revise, interpret, and direct the implementation of rules, regulations, policies, and procedures related to the day-to-day operations and the long- and short-term goals and objectives of the City Clerk’s Department.Plan, direct, manage, supervise, and coordinate the administration and operations of the Department, including direct supervision of full-time and temporary staff; approve job descriptions for those positions; conduct performance evaluations for department employees, review performance evaluations, initiate and administer personnel and disciplinary actions, and resolves grievances; evaluates and manages staff training necessary to maintain professionalism and proficiency of department staff to ensure high standards of customer service to the public.Provide staff support and technical advice and direction to the Mayor and City Council.Administer the citywide records management program and be responsible for all documents, records, and archives of the City as provided by law.Coordinate with the City attorney on legal matters relating to the department or as directed by the Council.Administer all aspects of general and special municipal elections; certify petitions; serve as a Voter Registrar.Prepare agendas for Council meetings; process requests for placement on agenda from department directors, staff, and citizens; research files and laws; draft routine ordinances and resolutions; and compile information on each agenda item to facilitate Council review at Council meetings.Codify ordinances and updates to the City Charter, City Code, and the Personnel Regulations; supervise distribution of revisions.Administer oaths and affirmations to City elected and appointed officials and officers.Coordinate City Council advisory board appointments.Prepare departmental budgets for Legislative and Clerk’s departments.Maintain productive working relationships within the department, with other City departments, and with representatives of the community at all levels, including elected officials and staff, business and civic groups, the media, and the public.Perform other duties as directed by the City Council or required by City Charter, City Code, and/or State law.

DECISION MAKING RESPONSIBILITIES: This position requires frequent exercise of independent judgment and initiative with little supervision received from the City Council.SUPERVISORY AUTHORITY: Direct supervisory responsibility of department personnel.PHYSICAL REQUIREMENTS: Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, lifting, carrying, pushing, pulling, stooping, bending, kneeling, crouching, reaching, twisting, feeling, talking, hearing, seeing and repetitive motions.Functions of this position require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.Light Work: Exerting up to 25 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. If the use of arm and/or leg controls require exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.WORKING CONDITIONS: Most work performed in an office environment with out-of-office duties required. Attendance at City Council meetings held in the evening and other board meetings. Non-standard work hours such as evenings, weekends, and holidays may be required.
