General Statement
Under the direction of the Director of Finance, oversees financial management and reporting functions and responsibilities including but not limited to general accounting, development, monitoring and reporting for operating and capital budgets, cash, and investment management, accounts receivable, accounts payable, payroll, accounting, and reporting for capital / fixed assets, grants accounting and reporting, financial statement preparation and reporting including CAFR, internal controls, debt management including accounting and reporting for bond and other debt issuances and refunding, purchasing and other financial functions of the City.
This position is expected to exercise a high level of initiative, professional expertise, and supervisory skills in the day-to-day management of the City's accounting and financial reporting system including maintenance of general ledger and subsidiary accounts for governmental, enterprise, and agency funds in adherence and compliance with GAAP,GASB, and GAAFR guidelines, principles, and standards.
Essential Duties & Responsibilities
- Provides day to day supervisory oversight and guidance to Budget and Accounting staff responsible for processing, recording, closing, and reporting financial transactions on various financial management functions including but not limited to general accounting, development, monitoring, and reporting for operating and capital budgets, cash and investment management, accounts receivable, accounts payable, payroll, accounting and reporting for capital / fixed assets, grants accounting and reporting, financial statement preparation and reporting including CAFR, internal controls, debt management including accounting and reporting for bond and other debt issuances and refunds, purchasing and other financial functions of the City.
- Oversees, provides guidance, and is hands-on involved in the accurate processing and recording of financial transactions including interfacing of financial transactions from various City systems such as utility billing, municipal court, building permits, planning and development, parks, police, library, etc., to the City's accounting and financial management system.
- Monitors and reports on City's revenue and expenditures, responsible for the compilation of monthly, quarter, and yearend financial statements including CAFR, preparation of general ledger account analyses, accounting treatment determinations, and maintaining City's financial records.
- Oversees and manages City's cash management program. Monitors cash balances in City's depository accounts and appropriately invests all idle cash balances providing the necessary liquidity to meet both short-term and long-term cash flow requirements while providing competitive yields and ensuring compliance with the City's Investment Policy and PFIA requirements.
- Monitors and reports on City's investments. Responsible for maintaining accounting and financial reporting structure including updating chart of accounts. Takes the lead and provides guidance to staff for setting up new Funds, accounts, expenditure line items, and capital project numbers to ensure transactions are recorded and accounted for correctly and in accordance with GASB standards.
- Performs supervisory and managerial duties by planning, organizing, and monitoring staff assignments, reviewing work completed by staff, training and evaluating staff, assisting staff in resolving technical challenges and issues, developing staff performance appraisals, and managing disciplinary actions.
- Provides leadership in the implementation of technology and administrative solutions to improve work processes.
- Develops various management and financial reports for presentation to City Council, City Manager, other City officials, and to City Council appointed Committees.
- Responsible for improving and strengthening internal controls, interpreting, and implementing GASB pronouncements and standards, and eliminating opportunities for audit findings.
- Assists as required for emergency / disaster management, particularly in the area of public information and resource management during the recovery phase.
- Make recommendations to and confer with the Director of Finance in matters relating to fiscal and budgetary policies of the City. Advise City departments and work units with in the City organization on proper financial procedures.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :
PHYSICAL DEMANDS & WORKING CONDITIONS :
Must possess mobility to work in a standard office setting and use standard office equipment, including computers; to operate a motor vehicle and to visit various City and meeting sites. Vision to read printed materials and a computer screen; and hearing and speech to communicate
in person, before groups and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers to open and close and to retrieve and file information. Positions in this classification occasionally lift and carry reports and records that typically weigh less than 20 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. May be required to work on evenings, weekends, and holidays during certain busy work periods such as during yearend closing, audit, and budget development
