General Statement

Under general direction, working independently, and in compliance with technical, administrative, regulatory, and professional standards and guidelines, the Division Manager of Inspections organizes, develops, and manages the City of Kyle Inspectors Division and the overall construction inspection of public infrastructure for the City of Kyle.
Essential Duties & Responsibilities
- Analyze various performance/operation reports and budget/finance documents.
- Develop benchmarks and best practices guidelines for the division.
- Develop database programs, reports, and analytical spreadsheets.
- Oversees and manages the construction inspection of water, wastewater, street, and drainage improvements in the City of Kyle’s right-of-way.
- Manages the inspection of Capital Improvement Program (CIP) projects, Sites and Subdivisions inspected from field offices.
- Directs the programs/projects/activities of the Division.
- Develops, manages, and monitors the Division budget.
- Manages the workload and job assignments of Division employees.
- Develops and monitors performance criteria for employees and services.
- Performs supervisory duties i.e., hiring, promoting, disciplinary actions, performance evaluations, etc.
- Heavily involved in plan reviews that impact public infrastructure to ensure construction in the right of way is performed safely and in compliance with engineering standards.
- Performs other duties as assigned.

- Effectively managing communications that involve a high degree of difficulty (i.e. contentious, confidential, sensitive, or political) with very diverse, very important contacts both inside and outside of the organization.
- Analyzing and evaluating operational problems and recommending and implementing effective solutions.
- Consulting on issues, presenting complex information, explaining analysis and rationale, and making recommendations.
- Preparing reports documenting Division activities.
- Operating general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.

- Develop and maintain cooperative and professional relationships with City management, Federal and State regulatory agencies,contractors, consultants, and employees.
- Multi-task and work within changing priorities and time pressures.
- Analyze data and draw valid conclusions.
Minimum / Preferred Qualifications, Experience, and/or Certifications Required
- High School Diploma or equivalent
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a relevant field of study.
- and Five (5) years of relevant experience
- or equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations.
- Must have a valid driver’s license and obtain a Texas Driver’s License within 30 days of hire. Must also meet the eligibility requirements for coverage under the City of Kyle’s vehicle insurance provider.
PREFERRED QUALIFICATIONS:
- Three (3) of experience in supervision or management
