General Statement
Under the direct supervision of the Assistant Director of Water Utilities, the division manager will oversee day-to-day operations of the city's wastewater collection system lift stations. This position will also oversee the maintenance of equipment associated with the wastewater treatment plant, reclaimed water system, and public water system. These facilities shall be operated and maintained in accordance with all local, state, and federal rules and regulations. The division manager is responsible for supervising and directing operations staff in the safe and efficient operations of wastewater lift stations including SCADA operations. The division manager is required to be accessible by phone 24 hours a day, 7 days a week and respond to emergencies as needed, to include returning to public works facilities or other city facilities during disasters and emergencies as directed by the Director of Public Works; must live within 45 minutes of normal travel time to Kyle.
Essential Duties & Responsibilities
- Oversee day-to-day maintenance and operations of wastewater lift stations.
Oversee day-to-day maintenance of equipment associated with wastewater plant and public drinking water plant operations.
Prepare reports compliant with the Texas Commission of Environmental Quality (TCEQ)
Maintains records in accordance with TCEQ.
Ability to troubleshoot and correct electrical, mechanical, and piping problems.
Exercise sound judgement in times of crisis, as well as effectively communicate with other city staff and elected officials as needed.
Represent the city during regulatory inspections, both planned and unannounced.
Prepare annual budget reports for the division, work schedules, and on occasion attend city council meetings.
Responsible for the selection and training process of new and current team members within the treatment division; responsible for the development and growth of division including but not limited to preparation and distribution of employee evaluations, training opportunities, and disciplinary actions as needed.
Responsible for procurement of goods / services necessary for the operation and maintenance of the water and wastewater facilities.
Organize and facilitate meetings with staff and contractors necessary for the design, construction, operation and maintenance of the water and wastewater facilities.
Assist Engineering with the review of site plans, RFIs, and submittals for the design and construction of water and wastewater facilities.
Regularly interact with City Management in a collaborative effort to meet the needs of and be transparent about the operations of the City of Kyle water and wastewater systems.
Supervise other divisions during normally assigned manager's absence, as needed.
Responsible for the fleet maintenance of all vehicles and equipment assigned to the division.
Performs all other duties as duly assigned.
Qualifications, Experience, and / or Certifications Required
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :
Knowledge of confined space entry.
Knowledge of all TCEQ and EPA rules governing the operations of water and wastewater treatment.
Knowledge in the procurement and bidding process, and legal requirement for each.
Knowledge of Microsoft programs including Office 365, Word, Excel, PowerPoint, Access and Publisher.
Ability to read and interpret design and construction plans.
Ability to analyze problems and plan solutions.
Written Communication - Able to read and interprets written information. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

This classification requires agility and balance to use ladders for accessing working location, ability to negotiate uneven and steep terrain, must be able to be mobile in partially constructed foundations and other construction spaces, and ability to enter confined spaces. The employee must occasionally lift and / or move up to 75lbs; 50lbs unassisted. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Any corrective eyewear required while operating a motor vehicle must be worn at all times while working.
