General Statement
Team Kyle is seeking an energetic, fast-paced and creative member for its Human Resources' Management team. The purpose of this position is to oversee and manage staff and key human resources functions for the City of Kyle. This position will primarily focus on but not limited to the key areas of Benefits , Risk Management , and administration of Civil Service in accordance with Chapter 143 of the Local Government Code. This position will also be responsible for planning and working with various levels of employees, management, city executive leadership, and staff, as well as ensuring positive relationships with vendors, consultants and other resources for staff and programming.
This key HR team member must exemplify positive and proactive employee advocacy by demonstrating a high level of employee engagement and be a role model to Team Kyle's culture by reflecting the City's Core Values and constantly striving to "Raise the Bar" in regard to delivering quality service.
Essential Duties & Responsibilities
- Supervises staff by assigning work duties, planning workloads, coaching, mentoring, recognizing and disciplining staff as appropriate, providing training, conducting performance evaluations, and evaluating work progress routinely.
- Administers Civil Service in accordance with state / local rules (Chapter 143 of TLGC / Meet and Confer). Responsible for oversight of Civil Service under Chapter 143 and revises / updates code as needed to our local rules. Involves coordinating with staff to ensure proper administration of open meetings and minutes, entrance and promotional exams, assessment centers and coordinating Civil Service Hearings through the Civil Service Commission and / or a third party Hearing Examiner. Must be able to correctly interpret and strictly follow law, with consultation of the Police Chief, Civil Service attorney and city attorney as needed.
- Oversee and manage the City's Benefits and Wellness programming and administration by working with consultants, vendors, and staff. Assist with the strategy, design, and implementation of the employee benefit programs including health, dental, vision, life, disability, wellness, and retirement.
- Oversees the annual open enrollment process including the coordination and distribution of materials from carriers, creation and facilitation of presentations, arrangement of onsite representation by providers, and ensures changes are made to all benefit materials; develops communication around plan changes, deadlines, etc.
- Serves as the Worker's Compensation Program Administrator by monitoring worker's compensation activity, including reporting accidents; maintains worker's compensation records and logs; suggests solutions to prevent work-related injuries; ensures proper information is sent to carrier and each case is resolved.
- Works to administer City-wide policies and programs related to occupational safety and training, risk management, and modified duty; measures program effectiveness and recommends enhancements and improvement.
- Presents safety meetings and training to City departments to eliminate unsafe work practices or conditions to reduce the City's risk of exposure.
- Assist managers and employees in interpreting and implementing FMLA, FLSA, ADA, ADEA, EEO, Title VII and other human resources related issues.
- Oversee the NEOGOV applicant tracking system by working with staff to fully utilize functions in those systems to improve efficiency and processing. Assist in workload as needed to complete assignments and processing on a timely basis.
- Coordinates and manages City's drug testing program.
- Review and analyze bids as needed to ensure contracts and renewals remain compliant and current.
- Assist with the preparation of City Council communication materials, when needed and as necessary.
- Track all benefits contracts, Certificates of Insurance and other items related to human resources.
- Assist police personnel with interpreting Civil Service Rules and Regulations.
- Review and perform quality checks on benefits, retirement and employment activities processed through the Human Resources Division.
- Performs other duties as assigned.

Physical requirements include lifting up to 20 pounds rarely. Subject to sitting, handling, fine dexterity, vision, hearing and talking constantly; reaching frequently; standing, walking and pushing / pulling occasionally; lifting, carrying, kneeling, crouching, bending and foot controls rarely.
Employment with the City of Kyle is contingent upon the outcome of record checks and verifications including, but not limited to, criminal history, driving records, education records, employment verifications, reference checks, and employment eligibility verifications. Selected candidates for positions will be subject to a background investigation and to pre-employment drug screen, depending on the position, may require a physical assessment upon a conditional job offer.
