Under the administrative direction of the Transportation & Public Works Department (TPW) Director, plans, organizes, directs, supervises, and administers all operations related to traffic and transportation. Creates programs; develops systems to collect, analyze, and predict effectiveness, efficiency, and targets of service delivery; and develops goals and priorities for all areas of responsibility.
- Develops, monitors, and administers all plans, studies, programs, projects and operations related City of Kyle traffic and transportation.
- Authorizes purchases, monitors expenditures, schedules and allocates personnel resources; evaluates departmental personnel and develops departmental policies and procedures.
- Develop and administer comprehensive programs for transportation and traffic management including signals management, signs and markings programs, right-of-way management, transportation coordination with development, traffic/transportation safety programs, active transportation programs, and other initiatives as determined.
- Works in conjunction with the TPW Director and other appropriate agencies and authorities to comply with all state, local, permit, and/or contractual requirements
- Attends City Council meetings when needed and prepares monthly reports of projects and activities, etc. as requested by the Transportation & Public Works Director.
- Direct oversight of TPW Traffic and Transportation Management divisions.
- Provides customers with information over the telephone and in person; responds to and resolves citizens’ complaints concerning programs, activities, and projects in areas of responsibility.
- Attends staff, committee, and Council meetings as needed, participating as warranted.
- Assists and participates in the resolution of conflicts.
- Works cooperatively with community groups.
- Provides support to all city department programs and/or activities as needed.
- Maintains a professional working relationship with other federal, state, and local governmental agencies.
- Reviews all departmental programs and policies to ensure that desired service levels are provided to the citizens of Kyle and non-citizens within the City of Kyle.
- Performs all other duties as assigned by the TPW Director.

Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal. |
Graduation with a Master’s degree from an accredited college or university with major coursework in a field related to the job, plus four (4) years of professional-level supervisory/management experience in Engineering, Project Management, or a related field.
Licenses and Certifications: | |
Professional Engineer (PE) registration, Professional Traffic Operations Engineer (PTOE) certification, and/or a Project Management Professional (PMP) certification is preferred for this position. |
An equivalent combination of training and/or experience that evidences a comprehensive knowledge of required job duties and expectations will be considered.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.
While performing the duties of the job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel, or operate objects, tools, or controls and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and smell.
The employee must occasionally lift and or move up to 50 pounds. Specific vision abilities required for this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.
