Under the general direction of the Budget Manager, the Budget Analyst is responsible for
providing financial information to management by preparing, researching, reconciling, and
analyzing budget and financial data, developing and updating financial records and financial
models, analyzing, monitoring, and reporting on financial and performance metrics, and
preparing financial and budget status reports.

This position works closely with all City departments in establishing and maintaining budgetary
controls, protocols, and procedures to ensure compliance with the City’s financial policies and
reporting standards.


Starting salary is a minimum of $61,526 annually, final compensation will be based on applicable experience, education, and expertise. 
1. Prepares financial data and schedules for the development of the City’s 5-year financial
forecasts including underlying assumptions for the major operating and capital funds.
2. Prepares financial data and schedules for revenue and expenditure projections and
actual historical data for the development of operating and capital budgets.
3. Monitors and analyzes monthly revenue and expenditures for budgetary compliance.
4. Prepares monthly, quarterly, and annual budget status reports for City’s operating and
capital budgets.
5. Assists city departments in developing operating and capital budgets based on historical
budgetary performance for revenue and expenditures and other associated factors.
6. Assists in developing and monitoring operating and capital budgets at the fund level
including revenue, expenditures, appropriations, and fund balances.
7. Monitors and tracks departmental operating and capital budgets for financial reporting.

8. Develops current year estimates for departmental revenue and expenditures by funding
source.
9. Prepares budgetary reports including but not limited to financial data, analytical
narratives, and fund summaries for city departments, management, city council, and the
public.
10. Monitors, tracks, and reports on the monthly revenue and expenditures for budgetary
compliance for all reporting funds.
11. Monitors and tracks performance measures, reviews department measures and verifies
accuracy of data and trend including the appropriateness of methodology used in the
creation of departmental performance measures and tracking.
12. Prepares fiscal impact statements and fiscal notes for all financial items including
purchasing, contract awards, etc., scheduled for city council’s consideration and
approval.
13. Compiles and provides all required information to the external auditors in the completion
of annual financial audits.
14. Assists in the analysis and development of multi-year funding plans for the
implementation of major capital improvement projects.
15. Performs analysis of outstanding debt and conducts annual compliance review to
ensure compliance with the requirements of the City’s debt management policy.
16. Completes financial projects and special assignments of moderate complexity as
assigned.
17. Maintains effective communication and good working relationships with all internal and
external customers and team members.
18. Assists in the maintenance of updated and accurate information on the website of the
Financial Services Department.
19. Attends meetings of the city council, TIRZ boards, and other city boards and
commissions, when necessary.
20. Maintains professionalism in the office and when representing the City via phone, emails,
virtual meetings, and other forms of communications.
21. Performs other duties as assigned by the Director of Finance including special projects
or temporary assignments.

High school diploma or GED required, along with a minimum of two (2) years' experience in a related field.

Preferred Experience:

Two (2) years of experience in budgeting for a governmental entity. 

Graduation with a bachelor’s degree from an accredited college or university in accounting, finance, business administration, or a closely related field.

Applicable work experience and education may be substituted on a one-for-one basis.   One year of full-time experience is defined as 30 or more hours worked per week for 12 months.  One year of higher education is defined as 30 credit hours completed at an accredited college university.
