JOB
Under general supervision from the Treatment Operations-Division Manager and/or their designated representative performs installations, maintains and optimizes the instrumentation and control systems utilized in treatment plant operations, water production/distribution and wastewater collection systems. Utilizes electronic test equipment for repairs and calibrations. Monitors facility operations using the Supervisory Control and Data Acquisition (SCADA) system. Assists with troubleshooting, installation, and removal of water pumps and motors. Analyzes problems, recommends and implements solutions using the asset management system to maintain accurate inventory levels and maintenance history.
EXAMPLE OF DUTIES
Perform daily inspections and makes necessary adjustments and repairs on all instrumentation and control systems used to monitor and/or operate the Wastewater Treatment facility, water production stations, pressure stations, water storage tanks and wastewater lift stations. Perform functional tests, routine maintenance and preventative care for electronic control equipment which includes programmable logical controllers (PLCs), remote terminal units (RTUs), variable speed drives (VFDs), switch gear equipment, radio telemetry systems, etc. Diagnose, troubleshoot, and update and repair malfunctioning recording and transmitting devices, etc.Perform routine calibration and configuration control on electronic equipment, chemical feed systems and vacuum monitoring systems. Maintain calibration and system integrity records as required.Perform and monitor installation and/or modifications of instrumentation and control systems for conformance with plans and specifications to assure proper operation.Modify, design and change control circuits as required to support additional systems or to sustain temporary operations.Provide direction to outside contractors, engineers, and vendors for installation and/or specialized control systems maintenance. Inspect contractor/vendor installations for compatibility and functionality with control systems interface.Monitor inventory levels, assist in preparations of requisitions and purchase required materials, parts, and services needed for repairs.Update the asset management system and review system reports for pending work orders, backlog work request and preventative maintenance schedules.Monitor performance of the SCADA system and respond as necessary; maintain required reports.Telemetry adjustments, additions and removals; corresponding with outside SCADA sources for issues within our system.Prepares schematics and records of installed system parameters. Documents system changes, performance and failures as needed.Required to participate in the “on-call” work schedule rotation that includes weekends and holidays; must be able to respond within 45 minutes for emergency calls.Always demonstrate discretion when discussing operations, structures, emergency operations procedures, passwords, SCADA control system specifications or any other such information, which could adversely affect the security or safety of the water system.Performs all other duties as duly assigned.
SUPPLEMENTAL INFORMATION
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of water supply and distribution, and sewer collection systems is preferred.Basic knowledge of Instrumentation/Control processes is preferred.Ability to analyze and interpret water/sewer systems and help identify problems to determine optimum solutions.Ability to remain calm and act resourcefully in an emergency.Familiarity with using common testing devices, such as Fluke multi-meter is preferred.Knowledge of Microsoft programs including Office 365, Word, Excel, PowerPoint, Access, and Publisher. General operational knowledge, experience, and/or familiarity with all Public Works machinery and equipment is preferred.Written Communication – Able to read and interpret written information. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.Mathematical Skills – Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
