Performs complex Business and software analysis and responsible for planning the implementation of enterprise applications, telecommunications, and projects. Under General Supervision, research, analyze, and document effective business applications and their requirements in support of business-oriented information technology implementations. Executes project management for Information Technology projects. Performs a variety of complex tasks, including development, implementation, configuring, supporting, evaluating and recommending software systems. Requires independent judgment, discretion, and due diligence in the performance of job duties and responsibilities, as well as sound interpretation of local, state, and federal policies and regulations. Responsible for working with business partners to align technology solutions with business strategies. Demonstrates an informed knowledge of a business areas to resolve problems on an ongoing basis.

  • Meet with decision makers, system owners and end users to define business, financial and operations requirements and systems goals
  • Conducts data gathering and analysis to understand business strategy requirements.
  • Assist with requirements gathering sessions to elicit requirements, specifications, business processes and recommendations related to potential IT solutions
  • Contributes to the business short-and long-term planning sessions and provides direction to ensure understanding of business goals and direction.
  • Provides input from a business and IT Perspective
  • Assesses needs utilizing a structured requirements process (gathering, analyzing, documenting, and managing changes) to assist in identifying business priorities and prioritize immediate business needs and recommends options, risks, and cost vs. benefits.
  • Creates models, use cases, process flows, specifications, diagrams, and charts to provide direction to developers, Designers and vendors.
  • Evaluate compatibility and interoperability of commercial off the shelf or in house technology systems
  • Review and analyze the effectiveness and efficiency of existing systems and assist with developing strategies for improving or further leveraging these systems
  • Conduct research on software and hardware products and technology services to justify recommendations and to support purchasing efforts
  • Provide support in response to issues to resolve specific technical problems or make changes to systems
  • Builds use cases to identify functional requirements to satisfy business needs
  • Analyzes operations to understand their strengths and weaknesses to determine opportunities for improvement
  • Assists in business process redesign, software configuration, and documentation as needed for new technology and technology service processes
  • Performs other duties as assigned.
  • Graduation from an accredited Four-Year college or university with a degree in Computer Science, Information Systems, Business, or a closely related field; 
  • OR Three (3) of business analyst experience including large, complex, enterprise-wide projects with the ability to meet deadlines and work well under pressure. Previous experience in public sector is desired, but not required.
  • PMP/PBA OR CBAP certification preferred.
  • Must possess a valid Texas Driver’s License with an acceptable driving record.
  • Must pass a FBI criminal background fingerprint check, and have the ability to comply with state and federal requirements for criminal justice information security standards.
  • Knowledge of legacy and web-based system interfaces
  • Knowledge of concepts and principles of application programming database and system design including internet and network architectures
  • Knowledge of importing data for the use in report software, spreadsheets, graphs and flowcharts
  • Skill in performing requirements development, process modeling, reporting and project management tools
  • Skill in developing process models and data flow diagrams using industry standard modeling techniques
  • Skill in selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new concepts
  • Ability to identify/determine customer needs and take appropriate actions and/or steps to address identified needs
  • Ability to recognize, value, and include different perspectives, experiences and approaches, and cultures in achieving organizational goals
  • Ability to gain and maintain trust and confidence in others and the organization through consistency and reliability
  • Ability to define, analyze and find solutions for difficult or complex problems
  • Knowledge of business operations and systems requirements process.
  • Knowledge of business process analysis tools such as Visio, Excel, MS Project, and SharePoint.
  • Skill in effective verbal and written communication.
  • Ability to read and comprehend departmental policies, technical/repair manuals, and user guides.
  • Ability to maintain positive working relationships with city departments and personnel, outside agencies, and vendors.
  • Ability to work with detailed information for sustained periods of time.
  • Ability to demonstrate proficiency in Windows based environment.
  • Ability to use good judgement, think outside the box, and see the bigger picture.
  • Ability to resolve problems or situation requiring the exercise of good judgement.
  • Ability to adapt to ever-changing priorities.
