The City of La Grande is accepting applications for the following position:
Utility II
GENERAL POSITION SUMMARY:
Performs a variety of manual tasks in the general construction and maintenance of City streets, sewer and water facilities; does related work as required. Work may be performed with independence after the routine is learned and some incumbents are responsible for the completion of jobs without specific instruction or guidance.
ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES:
(This position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.)
- Performs manual labor, digging ditches; installing, painting and maintaining street signs; removing obstacles and debris from roadway and adjacent areas; and hand loading and unloading all types of materials.
- Performs general maintenance of City facilities, making minor repairs to buildings, fixtures and equipment; cleaning City Public Works facilities; and performing other related maintenance activities.
- Assists in laying and joining sewer and water pipelines; install fittings, valves, fire hydrants and taps; repair water and sewer lines; install, read and repair water meters; build and clean manholes, catch basins and other drainage structures; patch potholes with hot mix; set forms for curbs and gutters; unload and spread street surfacing materials; snow removal; sanding streets and crosswalks; street sweeping; and general construction and maintenance of City facilities.
- Takes samples and assists in and/or performs routine laboratory testing and reporting.
- Performs routine maintenance and keep files and logs as they pertain to public works operations.
- Operates light equipment on a regular basis and heavy equipment on a limited basis.
- Follows all safety rules and procedures established for work areas .
SUPERVISORY RESPONSIBILITY:
Supervision of other employees is not a normal function of this position.
SPECIFIC JOB SKILLS:
- Knowledge of the appropriate tools, equipment, methods, materials and procedures used in general maintenance or construction work and the safety rules and the precautions to be taken in order to avoid accidents.
- Knowledge of the principals and operations of water, sewer and street systems.
- Maintains proficiency by attending training and meetings, reading materials and meeting with others involved in work areas.
- Maintains work areas in a clean and orderly manner.
- Ability to accurately, effectively and appropriately communicate with others, both orally and in writing.
- Ability to establish and maintain effective working relationships with other employees and the general public.
EDUCATION/EXPERIENCE/LICENSES/CERTIFICATES REQUIRED:
- Must be at least 18 years of age.
- Graduation from high school or equivalent General Education Diploma.
- Two (2) years of experience in general maintenance or construction work, or any satisfactory equivalent combination of experience and training that ensures the ability to perform the above duties.
- Position will require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid Oregon driver's license ( or ability to secure an Oregon driver's license within one (1) month of hire date), and have an acceptable driving record. Use of personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- For all Divisions except Wastewater Treatment, possession of a valid Oregon Class 'B' Commercial Driver's License (CDL); for Wastewater Treatment employees, possession of or ability to obtain a valid Oregon Class 'B' Commercial Driver's License (CDL) within six (6) months of appointment.
- Wastewater Treatment employees will be required to enter into an Oregon Department of Environmental Quality (DEQ) approved Operator in Training course within one (1) month of appointment.
WORKING CONDITIONS:
The majority of duties take place outside of buildings with exposure to all types of weather conditions and terrains on a year-round basis; bio-hazardous waste; dirt; grease; oil; fumes; noise; chemicals; and the handling of dead animals. At times, employees are required to work in water, sewer and/or street conditions that may be hazardous and/or classified as a confined space. Position is subject to emergency on-call response and callouts after normal duty hours.

- Light, medium and heavy equipment ( dump truck, roller, sweeper, crack seal machine, concrete saw)
- Hand tools (saws, trimmers, weed eaters, plate tamper)

- Lab equipment
- Chemicals
PHYSICAL DEMANDS:
Ability to communicate, sit, climb, reach and manipulate objects, tools or controls. Activity and types of duties performed require manual dexterity and coordination. Position requires mobility and many duties are physically demanding, routinely requiring lifting and moving of materials weighing 25 to 50 pounds with occasional lifting and moving of materials weighing up to 100 pounds.

SALARY: $3,817 to $4,128 per month benefits
SHIFT: Friday- Tuesday
