The La Habra Police Department is seeking a dedicated individual to serve as a
Part -Time Parking Enforcement Officer 


The City of La Habra is recruiting to fill the position of part-time Parking Enforcement Officer and to establish an eligibility list for future openings. This list will be in effect for a period of one year.  The days and hours of work vary and are approximately 20 - 28 hours per week.
 
ABOUT THE CITY
The City of La Habra is a vibrant Southern California community, strategically located in the northwest corner of Orange County, where it benefits from the greater economies of both Orange and Los Angeles counties. When the City incorporated in 1925, the La Habra valley was a largely agricultural community comprised of farms and ranches but included a significant local oil industry. Over the past century, the City has transitioned to a fully built out suburban community of residential neighborhoods, commercial businesses and industrial manufacturing. Over the past 30 years the City has invested heavily in economic development and public infrastructure, and offers a rich assortment of community services programs, events, and activities. 

Today the City is home to a population of over 63,000 residents within La Habra’s 7.3 square miles. A friendly and diverse community, La Habra is conveniently located within an hour's drive of many beaches, mountains, and desert recreation areas. The City is known for the Corn Festival, Citrus Fair, Tamale Festival and the jewel of La Habra, its Children’s Museum. While the City has planned for and encourages measured growth, it retains a small town feel and lives up to its heritage as “A Caring Community.”   
 
ABOUT THE DEPARTMENT
Since 1925, the La Habra Police Department has been dedicated to providing the residents of this community with a safe environment in which to live and work. This commitment to service is a tradition upheld by the men and women who serve La Habra and is reflected in all aspects of the department’s day-to-day operations.
 

In addition to the regular duties of traffic and law enforcement, the La Habra Police Department strives to assess the needs of the City and, working in partnership with area residents, successfully address those concerns. Since law enforcement and public safety are a citywide concern, we actively seek the involvement of community members in all aspects of policing and welcome their participation.


ABOUT THE POSITION
Under general supervision, this position patrols an assigned area of the City for the purpose of enforcing all types of parking violations; writes citations; ensures the steady flow of traffic by enforcing all parking regulations set for by the California Vehicle Code and City Municipal ordinances; provides clear communications with the general public regarding parking regulations, and performs other related duties as required.

  • Patrols an assigned area on foot or in a vehicle and inspects parking conditions.
  • Issues citations for all parking violations including, but not limited to overnight parking, illegal parking in red zones, bus zones, loading zones, and other restricted parking areas.
  • Responds to parking complaints.
  • Prepares written reports and maintains records on activity.
  • Deploys Traffic Division Speed Board, including calibration.
  • Directs traffic, sets cone patterns and street closures for DUI check points, special events, and traffic collisions.
  • Works closely with the community on parking related issues and provides information to the public.
  • Accompanies City street sweeper and issues citations for vehicles parked in violation of posted sweeping days/times.
  • Locates, marks, and arranges for storage of abandoned vehicles, illegally parked vehicles, and other vehicles as appropriate.
  • Impounds or stores vehicles in accordance with City Municipal and California Vehicle Codes.
  • May direct traffic at emergency scenes, parades, or other civic events. 
  • May act as a temporary substitute Crossing Guard at school crossings.
  • Performs other related duties as required.
QUALIFYING KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of: 
  • Correct English usage, spelling, and grammar
  • Report writing procedures.
  • City streets and map directions;
  • Standard business software.
  • Basic traffic safety practices. 
 
Skills and Ability to: 
  • Operate a computer.
  • Read and interpret vehicle codes, regulations, and department policies.
  • Communicate effectively both orally and in writing.
  • Issue citations when violations are observed.
  • Analyze situations and respond with a reasonable course of action.
  • Establish and maintain effective working relationships with co-workers and the public.
  • Provide excellent customer service.
  • Work any shift, including weekends and holidays.
PHYSICAL REQUIREMENTS:  
There is frequent need to sit, stand, reach overhead, stoop, walk, work in confined spaces, hear in person, use hands and fingers, arms and shoulders, and perform other similar actions during the course of the workday. Requires significant time driving a vehicle. Specific vision abilities required by this job include far and close vision and the ability to adjust focus.
 
MENTAL DEMANDS
While performing the duties of this class, the employee is regularly required to work on multiple concurrent tasks, read and interpret documents and information; use oral communication skills; interact with residents and the general public and others encountered in the course of work, some of whom may be dissatisfied and/or abusive individuals.
 
 
WORK ENVIRONMENT
Work is typically performed outdoors in seasonal weather conditions.  Work may require exposure to noise, dust and dirt.  The noise level in the work environment is usually moderately loud.

LICENSE AND CERTIFICATION REQUIREMENTS 
Must possess and maintain a California Class C driver's license.
 
EDUCATION AND EXPERIENCE:
Any combination of education, training, and experience that would provide the qualifying knowledge, skills and abilities to successfully perform in the position. High school diploma or equivalent, and experience with enforcement related duties and/or involving significant public contact.
 
Must be able to work any shift, including weekends and holidays. 
 
SPECIAL CONDITIONS
Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
