Job Description

Approx. 20 hours per week.

Hourly / Part-Time / At-Will Position

Under limited supervision and direction, performs permit issuance, record keeping and reporting functions for the Building Division and other administrative and clerical support duties as assigned. The Permit Technician is responsible for assisting customers with general Building Division information; reviewing plan check and building permit applications; issuing a variety of building related permits utilizing the Los Angeles County Development and Permit Tracking System (DAPTS) or related building permit tracking software; and maintaining Building Division records.

  • Provides information and assistance at the building counter and over the phone to residents, property owners, business owners and contractors regarding general building questions, permit application requirements and permit processing procedures.
  • Reviews plans and applications to insure correctness and completeness of building permit and plan check application submittals.
  • Process plan check submittals, issue building permits, calculates fees and monitors building permit records.
  • Logs and coordinates building inspections with the building inspector.
  • Maintains Building Division files and records including permits, plans and special reports.
  • Maintains status of plan checks and building permits, and generates reports.
  • Coordinates with Los Angeles County Building Division's engineers, plan checkers and staff to ensure that plan checks are routed correctly and that all necessary clearances / approvals are obtained prior to permit issuance.
  • Adheres to City and departmental policies and procedures; and performs related work duties as assigned.

Minimum Qualifications

Knowledge of : Customer service techniques; building and planning processes and procedures with regard to permits, plan check submittals, inspections, and record keeping; the DAPTS or similar building permit tracking and issuance software; rules, procedures and responsibilities of Community Development Department; general building terms and blueprint reading; general math and computer skills including word-processing, spreadsheets, e-mail, and the Internet; and filing and record keeping methods and procedures.

Ability to : Proficiently learn the DAPTS permit tracking and issuance software or related building permit tracking software; work courteously with the public, contractors, professionals and outside agencies often in stressful situations while maintaining high standards of accuracy and recordation; learn and correctly interpret building permit procedures and regulations; learn to read and interpret maps and plans; communicate clearly and concisely, orally and in writing; and work independently with limited direction and supervision.

EXPERIENCE AND EDUCATION :

Three years of work experience which involves extensive public contact preferably in a public agency. Recent work experience in a city or county Building Department that utilizes the DAPTS or similar permit tracking and issuing software is highly desirable. Graduation from high school or the equivalent is required. Additional training or coursework in the fields of building and construction is desirable.

LICENSE OR CERTIFICATE :

Possession of a valid California Driver License is required.

Supplemental Information

Appointments are normally made at the first step of the salary range. Consideration and approval for a salary higher than the first step is done on a case-by-case basis.

The selection process may include any or all of the following : oral interview(s), a written or practical examination, a skills test, and an assessment center examination. The selection process may be changed as deemed necessary by the City Human Resources Office.

Candidates will be required to pass a City administered pre-employment requirements to include live scan fingerprinting and a medical examination as part of the Selection Process. Candidates who do not pass any portion of the above processes will be disqualified and removed from proceeding in the selection process.

The City of La Mirada offers a competitive compensation and benefits package based on the adopted Appointments are normally made at the first step of a five step salary range. One year of City service is required to advance to the next pay step in the salary range.
