The incumbent will enjoy working a 4/10 work schedule (Monday through Thursday) not including overtime or on-call shifts.

Performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the operation, repair, and maintenance of City water systems and facilities.

This is a single incumbent class and is characterized by responsibility for supervising the City's water systems, facilities, and operations. Successful performance of the work requires considerable use of independent judgment and initiative, particularly in the event of emergency situations.

SELECTION PROCESS: All applications will be screened and those candidates who present the most relevant qualifications and possess the required licenses and certificates for the position will be invited to continue in the selection process. The selection process may include testing and oral interviews.

A Background Investigation, including a criminal record check may be required prior to any offer of employment. All appointments are subject to the successful completion of a post-offer medical exam (including a drug and alcohol screen).

Scope of Work and Examples of Duties

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

Essential duties include, but are not limited to, the following:

Supervises, inspects, and participates in the work of those engaged in the installation, maintenance, and repair of water mains, fire hydrants, domestic water services, water meters, booster pumping stations, and other water facilities and equipment.

Assigns, advises, and assists crews in the operation of the City's water transmission and distribution system, pumping, and equipment maintenance.

Supervises, instructs, and assists assigned crews in installing new water lines, installing and relocating fire hydrants and meters, and maintaining the existing water supply and distribution systems. Supervises and assists in the work of staff engaged in meter reading and installations, water service maintenance and repair, and customer service.

Supervises and directs the work of staff responsible for performing a wide range of emergency repair work, skilled testing and repair of meters, backflow devices, and other related appurtenances.

Responds to emergency calls from the public and other agencies and determines appropriate action such as placing barricades, repairing leaks, shutting off main lines, and correcting problems with wells, pumps and reservoirs.

Responds to complaints regarding water leaks, pressure loss or no water and low and high billings; evaluates situation, and performs follow-up on customer complaints by coordinating activities with other City staff in resolving customer complaints.

Orders water from suppliers and adjusts reservoirs to ensure adequate supply of domestic water; adjusts and maintains chlorine generation/injection equipment; monitors the collecting of samples for bacteriological, chemical, general, physical analysis, gross alpha tests, and other water quality samples and tests as required; prepares required monthly and yearly reports for the State and other governmental agencies on water quality; prepares and maintains a variety of other written reports and records.

Trains, supervises, evaluates, and disciplines employees performing the duties of maintenance, construction and repair of water systems and facilities. Participates in the selection of new employees.

Must be available for standby duty and is subject to periodic call-out during off time hours to assist in emergency repairs, available to respond within 30 minutes.

Performs other duties as assigned.

Minimum Qualifications

Knowledge, Skills, and Abilities

Knowledge of: methods, materials, tools and equipment used in water distribution systems operations and maintenance, and water quality assurance work; repair and installation of related facilities and appurtenances; safe work methods and practices; operation and maintenance of a variety of equipment and tools used in the work; applicable laws and regulations; record keeping and purchasing procedures; principles and practices of employee supervision including selection, training, evaluation, and discipline.

Ability to: work independently with a minimum of direction; supervise the work of others; identify and implement effective courses of action to complete work; allocate equipment, materials, and personnel in a cost effective manner; operate and maintain tools and equipment used in the work; read and interpret plans, work sketches, and specialized maps; communicate in writing and complete written records and reports; establish and maintain cooperative working relationships.

Education

Equivalent to completion of the twelfth (12th) grade supplemented by specialized training in the functions and activities of water treatment and distribution. College-level coursework in water technology or a related field, along with stormwater and wastewater experience, is highly desirable.

Experience

Five (5) years of progressively responsible experience in water production and distribution, general maintenance, construction, or public works experience, including two years of experience in a lead capacity.

Required Licenses and Certificates

Possession of a valid Class B California driver's license at the time of appointment or the ability to obtain one within six (6) months as a condition of continued employment and a satisfactory driving record. Possession of valid Water Treatment Operator, Grade T2 and Water Distribution Operator, Grade D3 Certificates as issued by the California Department of Public Health at time of appointment and as continuing condition of employment. Possession of or ability to obtain certification as a Cross Connection Control Specialist approved by the American Water Works Association and a Backflow Prevention Device Tester Certificate issued by the Orange County Health Department within 18 months of employment.

The employee frequently is required to stand and talk or hear. The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and smell. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close, distance, color and peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is occasionally loud in field settings, and moderately quiet in office settings.
