DEFINITION
To enforce City ordinances governing the licensing, impounding, and shelter of animals; and to collect and transport animals to the appropriate impounding location.
SUPERVISION RECEIVED AND EXERCISED
- Receives general supervision from a Police Lieutenant.
- Functional supervision is provided by a Police Sergeant.
Duties may include, but are not limited to, the following:
- Assist in the development and implementation of goals, objectives, policies and priorities related to the Animal Control Section and the La Porte Adoption Center.
- Supervise, train and evaluate Animal Control Officers and Adoption Specialist. Maintain and supervise volunteers in the La Porte Adoption Center.
- Maintain discipline and ensure the Department rules and policies are followed. Assist animal control officers in preparing reports in cases for trial and personally appear in court to present evidence and testimony as required.
- Periodically review operating procedures and make recommendations for improvements.
- Patrol the city in a radio equipped vehicles and look for stray dogs and other animals.
- Participate in all normal activities as assigned including enforcing local and state laws, issuing citations.
- Review reports submitted by animal control officers, prepare investigative reports.
- Conduct in service training.
- Respond to citizen complaints and requests for information.
- Analyze a variety of data concerning departmental activities and prepare reports.
- Explain ordinances relating to animals to the public.
- Supervise maintenance and operations at the Animal Adoption Center.
- Maintain records generated by the section as well as all related records.
- Maintain the Adoption Center donation account and collect money and prepare deposits for the donation account, adoptions and owner reclaims for the Animal Control Section.
- Assist in the preparation of the annual budget, purchase and maintain equipment and supplies.
- Maintain the section’s DEA license, state quarantine license, and certifications for various personnel.
- Prepare and present courses for the general public.
- Investigate animal related incidents and prepare reports of activities performed and incidents observed. Issue citations when appropriate.
- Respond to questions related to shelter operations and various laws related to animals.
- Perform operational activities at animal shelter, including cleaning kennels, feeding animals, and responding to public inquiries.
- Humane euthanasia of sick or injured animals.
- Recognize animal diseases and symptoms.
- Remove dead animals from public roads and perform proper disposal activities.
- Maintain and clean animal control vehicles, shelter, and related equipment.
- Post animals on appropriate sites and social media outlets for adoption.
- Adopt animals at the Adoption Center as well as other venues.
- Vaccinate animals with appropriate vaccines utilizing personal protective equipment.
- Microchip animals upon adoption.
- Serve on-call after hours and on holidays when requested.
- Perform related duties as assigned.
Knowledge of:
- Various breeds of dogs, cats, and other domestic and wild animals.
- Methods and procedures, including patrol, animal safety, investigation techniques, equipment, animal related records and report maintenance.
- Department rules and regulations.
- City and state laws with particular reference to the Animal Control fields.
- Principles and practices of supervision, training and personnel evaluation.
- Animal behavior and basic methods of animal collection.
- Use and care of drugs used to euthanize diseased and injured animals.
- General law enforcement functions and procedures.
- Learn, interpret, and apply laws and regulations.
- Learn and effectively develop skills in the humane treatment of animals.
- Perform a variety of animal shelter operation activities.
- Provide assistance to law enforcement and emergency personnel in a variety of capacities.

Four years of experience in the care and handling of animals and a High School Diploma or GED.
LICENSES AND CERTIFICATES
- Possession of a valid Texas Drivers License.
- Possession of or ability to obtain within six months a valid Basic and Advanced Animal Control Officer certification and take and pass the Euthanasia Certification course mandated by the Texas State Board of Health.
