GENERAL DESCRIPTION:
This is responsible for supervisory work in planning, coordinating, and directing all aspects of utility billing. The work is performed under the supervision of the Finance Director.
ESSENTIAL JOB FUNCTIONS:
- Responsible for developing, organizing, implementing, and supervising the daily collection of utility payments and other miscellaneous payments
- Provides quality control for the billing process (i.e., ensures established billing procedures are followed, assists employees in operating daily utility billing computer software, and ensures new utility accounts are correctly set up).
- Formulates all work plans, programs, and schedules related to all utility billing activities
- Resolves billing disputes and discrepancies
- Collaborates with other departments regarding monthly procedures
- Updates standards of operating procedure when processes are changed
- Maintains the utility billing software by updating rates, service codes and other relevant information.
- Requires in-office attendance
- Position may be designated as mission-critical by Department Director
- Performs related work as required
- Graduation from High School or G.E.D.
- Graduation from an accredited college or university with an Associate’s Degree or Bachelor’s Degree in a related field is preferred
- At least five (5) years of previous public utility billing and cash handling/accounts payable experience, including at least three (3) years of municipal supervisory experience
SPECIAL REQUIREMENTS:
- Must possess a valid driver’s license
- Must maintain a valid telephone number
- Extensive knowledge of the principles, methods, practices, rules and regulations, procedures, and operations of cash handling/accounts payable as applicable to a municipal setting.
- Knowledge of modern office practices, procedures, and equipment (e.g., telephone, computer, copier, fax machine, and other related equipment).
- Experience with Utility Billing, American Data Group software is preferred.
- Must have knowledge in establishing and maintaining department files and records.
- Thorough knowledge of applicable city laws, policies, and regulations affecting division activities.
- Knowledge of related public utilities rules and regulations on the local, state, and federal level.
- Ability to communicate clearly and concisely (i.e., verbally and written).
- Ability to establish and maintain effective working relationships with City employees, other federal, state and local governmental representatives, contractors, consultants, vendors, media and the general public is essential.
- Ability to operate the city’s internal (radio) communication system
- Valid Florida Driver’s License
- Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly, and routine keyboard operations
ENVIRONMENTAL CONDITIONS:
- The job risks exposure to no significant environmental hazards; bright/dim light
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of taste, sense of smell, depth perception, and texture perception
