What are the responsibilities and job description for the Code Enforcement/Chief Building Official position at City of Lake Charles?
SUMMARY: Under departmental direction, is responsible for supervising, as well as, participating in the activities of personnel engaged in securing and maintaining compliance with local codes and regulations governing all phases of building construction, alteration and repair. Employees of this classification work independently and in teams of field inspectors and will make decisions requiring independent judgment within a framework of established policy.
ESSENTIAL DUTIES AND RESPONSIBILLTIES include the following. Other duties may be assigned.
- Inspects for possession of proper permits and reports violations when observed;
- Reviews and analyzes job related complaints and violations. Investigates or assigns complaints to subordinate inspectors for inspection;
- Conducts on-site inspections of new installations, alteration, repairs, and demolitions as provided in the Code and advises subordinate inspectors on difficult and complicated problems;
- Inspects for and directs corrective action required to insure general confirmation to the City's Comprehensive Building Code and other related codes and ordinances;
- Prepares and maintains necessary records, reports, and files;
- Examines applications for permits and accompanying plans, plats, blueprints, and specifications;
- Confers with architects, engineers, designers, contractors, builders, homeowners, and the general public on matters relating to the Building Code and other related codes and ordinances;
- Plans, assigns, and supervises work of lower level subordinates inspecting buildings in the process of construction, alteration, and repair;
- Advises and assists inspectors in interpreting, applying, and enforcing the Building Code and other related regulations and ordinances;
- Reviews code standards and departmental regulations recommending changes when needed;
- Directs the preparation and submission of forms, letters, and related information pertaining to code compliance and structures under construction;
- Helps develop in service training programs for subordinates;
- Issues permits as required.
SUPERVISORY RESPONSIBILITIES: Directly supervises employees in the Building Inspection Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

- Thorough knowledge of the methods, materials, and techniques related to building construction, repair and alteration; and the proper inspection methods and techniques related to the examination of workmanship, materials, design, and codes;
- Thorough knowledge of Building, Housing, and related codes and regulations governing building construction, repair and alteration;
- Some knowledge of zoning regulations;
- Ability to detect and locate defective materials and workmanship and to ascertain the stage of construction when defects are most easily found and remedied;
- Ability to present ideas effectively, orally, and in writing;
- Ability to use various computer software programs such as Microsoft Office Word, Microsoft Outlook, Internet Explorer, etc;
- Ability to organize and maintain critical files;
- Ability to read and interpret construction plans, specifications, and blueprints;
- Ability to establish and maintain effective working relationships with subordinates, City officials, contractors, architects, property owners, and the general public;
- Ability to explain, interpret, and enforce codes and regulations firmly, tactfully, and impartially;
- Ability to recognize deviations from such plans in the construction process. Thorough knowledge of the methods and techniques of code enforcement. Some knowledge of administrative and office procedures;
- Ability to supervise a staff of inspectors in a manner conducive to full performance and high morale;
- Regular prompt attendance is an essential function of this position;
- The ability to get along and promote a harmonious working environment with vendors, supervisors, citizens, and co-workers is an essential function of this position.
CERTIFICATES, LICENSES, REGISTRATIONS
- Must possess a valid Louisiana Driver’s License;
- Must have a valid Residential Building Inspector Certification, valid Commercial Building Inspector Certification, and a valid Building Plans Examiner Certification
And
Must be a Certified Building Official; or
Must possess two (2) valid Certifications in alternative fields from either Gas, Mechanical, Electrical, or Plumbing or must be certified in another field of inspection.

Pay: $56,000.00 - $60,000.00 per year
