This position is responsible for planning, budgeting, supervision and participation in the fabrication, installation, maintenance and repair of traffic control devices, traffic sign and radio communications. Direct supervision is exercised over the Technical Foreman and Technicians within the Traffic and Communications Division as well as those employees the traffic sign maintenance, which together comprise the Traffic and Communications Division.

This position:

  • Plans, organizes and supervises the installation and maintenance of a variety of solid state, electronic, electrical, electromechanical and digital traffic signals, controllers and associated equipment.
  • Prepares schedules for preventive maintenance programs for the traffic signal equipment, sign maintenance and radio communications; maintains records of maintenance work performed; monitors inventory and authorizes purchase of materials and supplies.
  • Supervises the diagnosis, tests, repairs and upgrades of solid state, electronic, electrical, electromechanical, and digital controllers, vehicle detectors. Conducts preliminary planning and layout of traffic signals, including site review and evaluation; supervises the installation of new signalized intersections. Supervises and participates in emergency signal repair work; checks repair work performed by Traffic Signal Technicians and assists them on more difficult repairs and installation tasks; works with various contractors, Engineers and Consultants on traffic related projects.
  • Performs timing checks at intersections to determine if traffic signals are functioning correctly. Inspects equipment to determine condition and adequacy and recommends replacement schedule; evaluates new signal equipment for possible use by the Traffic Division; assists in establishing and maintaining an inventory of signal equipment both in the shop and in the field. Implements safety standards within the division; develops a training program for employees with specific job related training and other approaches to provide opportunities for staff flexibility and development.
  • Initiates disciplinary actions for employees as necessary. Supervises communications technicians in repair and maintenance of radio systems as well as related safety lighting and video equipment. Supervises sign shop employees in all sign maintenance area, as well as sign fabrication. Conducts intersection studies for various sign and signal warrants as well as volume and speed studies for all roadways within the city. Analyzes such data and provides reports to superiors.
  • Performs any other assigned duties.

  • Thorough knowledge of the principles of electrical, analog, and digital electronics work as related to the operation, maintenance, and repair of traffic signals.
  • Thorough knowledge of the standard methods, materials, tools, and equipment used in electrical and electronics work.
  • Thorough knowledge of the occupational hazards and safety precautions involved in electrical and electronics work as well as traffic safety within work areas.
  • Thorough knowledge of methods, materials and equipment used in pavement markings and traffic control signs.
  • Thorough knowledge of the Manual on Uniform Traffic Control Devices and other guidelines pertaining to traffic signs, traffic signals, pavement marking and construction traffic control.
  • Knowledge of the functions of the Traffic and Transportation Department, other City-Parish departments and related State departments.
  • Ability to diagnose and repair malfunctions in traffic signals and related apparatus including solid-state microprocessor controls.
  • Ability to read and interpret wiring and logic diagrams for traffic signals and related apparatuses.
  • Ability to work from moderate heights.
  • Ability to work outdoors for extended periods under varying weather conditions.
  • Ability to establish and maintain effective relationships with superiors, other employees, and the general public.
  • Ability to communicate effectively, both orally and in writing.
  • Skilled in use and care of the tools, equipment, and materials employed in the work.
