GENERAL PURPOSE
Under the direction of the Assistant Director of Community Development, the Code Enforcement Supervisor supervises, assigns, reviews, and participates in code enforcement work. The Supervisor oversees enforcement of municipal code provisions and explains regulations relating to public nuisances, zoning, land use, planning, and related codes; prepares administrative reports , marketing and communications materials to support code enforcement efforts; ensures work quality and adherence to established policies and procedures; manages cases with the City Attorney and other outside agencies as necessary; manages the most technical and complex cases and tasks of the Code Enforcement Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for performing a variety of technical and administrative duties in support of the City's code enforcement programs; and manages the most complex code enforcement cases and inspections.
Establishes schedules and methods for providing code enforcement services; identifies resource needs; reviews needs with appropriate management staff; and allocates resources accordingly.
Participates in the development and implementation of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; takes a lead in managing software improvements; and monitors work activities to ensure compliance with established policies and procedures.
Participates in the selection of code enforcement staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
Prepares case files, including the establishment of legal owner, verifying information necessary to conduct investigation and enforcement activity; documents and maintains case files; inspects property locations and investigates land use complaints; and issue citations where applicable.
Conducts technical field inspections to determine compliance of residential, commercial and industrial buildings with zoning ordinances, conditions and project entitlement.
Interprets and applies municipal codes related to commercial and residential property maintenance; reviews case files prepared by staff for attorney prosecution; presents testimony at public nuisance hearings and in court as required; manages citation appeal hearings; and makes presentations to boards, commissions, and committees.
Responds to inquiries from and advises property owners and the public regarding compliance with zoning regulations, property maintenance standards, regulatory practices, and currently active code enforcement cases.
Develops and implements procedures designed to achieve code compliance involving application of related laws, ordinances, and regulations; consults with City Attorney, City staff, property owners, law enforcement and fire agencies; recommends and assists designated management representatives with the drafting of code revisions to achieve practical and equitable regulations.
Coordinates communications with complainants, attorneys, and property owners involved in code violation cases; responds tactfully, clearly, concisely and appropriately both verbally and in writing.
Coordinates staff and programs to provide information regarding codes and procedures to residents and businesses.
Develops and presents educational and informational materials for the general public outlining City policies and standards pertaining to the improvements and maintenance of private property; promotes and encourages cooperation in obtaining voluntary compliance with City standards and regulations.
Conducts onsite inspections and re-inspections; determines existence and type of code violations; recommends corrective actions in order to bring about compliance; determines time frames for compliance; assists homeowners and businesses to obtain compliance. Conducts office conferences to facilitate case resolution.
Prepares reports of Code Enforcement activities for Planning Commission and City Council as well as reports for Hearing Officer or City Attorney.
Maintains accurate up-to-date office files, records, and logs for assigned area; develops, prepares, and monitors various logs, accounts, and files for current and accurate information.
Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.

QUALIFICATIONS GUIDELINES
Knowledge of :
Operations, services, and activities of a municipal code enforcement program; principles of supervision, training, and performance evaluation; applicable federal, state, and local codes, laws and regulations related to building, zoning, housing, and nuisance violations; procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations; procedures used in fire prevention and mitigation; legal actions applicable to code enforcement compliance; basic court procedures, documents, and terminology used by attorneys; public relations and conflict resolution methods and techniques; record keeping practices; business letter writing and basic report preparation techniques; modern office procedures, methods, and equipment including computers and supporting word processing and spreadsheet applications; occupational hazards and standard safety procedures.
Ability to :
Coordinate and direct City's code enforcement and compliance programs; supervise, organize, and review the work of assigned staff involved in code enforcement; select, train, and evaluate staff; recommend and implement goals, objectives, policies, and procedures for providing code enforcement services and activities; read and interpret legislation, zoning and subdivision law as related to zoning enforcement; recognize conditions that constitute a zoning violation; read building and landscaping plans; read, interpret, apply and explain related laws, ordinances, rules, regulations, policies and procedures; enforce housing, zoning, and property maintenance ordinances; understand wildland weed abatement and defensible spaces around businesses and homes; understand sound and noise issues including how sound travels; prepare and review cases for prosecution; read and interpret codes, maps, plans, and legal descriptions; maintain records of code compliance activities; respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner; investigate complaints and mediate resolutions in a timely and tactful manner; prepare accurate and detailed documentation of investigation findings; maintain complex logs, records, and files; research, compile, and collect data; prepare clear and concise technical reports; follow written and oral instructions; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
Licenses / Certificates / Special Requirements :
A valid Class C California Driver's License and the ability to maintain insurability under the City's Vehicle Insurance Policy.
Possession of one of the following :
POST Certification for Code Enforcement, or
SCACEO Beginning Level Certification. Possession of all four modules of the SCACEO / CACEO Certifications (Basic, Intermediate, Advanced, and Supervisory) is preferred.
Education / Training / Experience :
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent and four years of code enforcement work experience involving considerable public contact including one year of administrative and / or lead supervisory experience, preferably in a governmental Planning or Building Safety department involving code enforcement responsibilities; or an equivalent combination of training and experience.
