Description
GENERAL PURPOSE
The employee is responsible for technical work of average difficulty in the enforcement of zoning codes, and municipal ordinances. Responds to requests for services from the general public. Instructions to the employee are general and then the employee must consider different courses of action use sound and consistent judgment.
SUPERVISION RECEIVED
Works under the supervision of the Planning & Development Director or designee.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Conducts systematic windshield surveys to ensure compliance and identify areas of concern.
Explains, and enforces codes and ordinances as assigned.
Must establish and maintain effective working relationships with public, and other employees.
Responds to complaints of potential code violations relating to the code of ordinances included but not limited to signage, nuisances, zoning, animals, or other code related matters.
Meets with owners, tenants, businesses, etc. to review and explain code requirements and violations or potential violations; secures code compliance.
Conducts field investigations of potential violations; gathers evidence; interviews residents or business owners; compares facts to code requirements; makes findings; and issues warnings or correction notices.
Prepares for supervisors approval correspondence, memoranda, notices, flyers, brochures, media releases, and reports relating to code enforcement issues and actions.
Provides information to persons who request information or assistance in code enforcement related matters.
Maintains logs and records related to inspection and enforcement activities.
Coordinates efforts with the planning, building and related departments, the city attorney, and other staff or agencies, as needed.
Prepares cases for presentation to the code enforcement board with emphasis on the evidentiary and legal issues crucial to successful outcome. Prepares detailed reports of activities and investigations made; presents cases to the code enforcement board.
Investigates complaints, requests for services, and instances of noncompliance.
Reviews current and historical documents.
Conducts follow-up investigations to ensure issues are resolved.
PERIPHERAL DUTIES
Serves as a member of various employee committees.
Attends advisory board meetings as assigned.
Other duties as required.
Qualifications
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from a high school or GED equivalent;
- Two years experience related to inspection, building inspection, land use, public administration or a related field, or
- Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of code enforcement principles, practices and methods as applicable to a municipal setting; working knowledge of applicable laws, standards and regulations relating to various land use, nuisance and public safety codes; working knowledge of inspection techniques;
- Skilled in the operation of tools and equipment;
- Ability to prepare, organize and maintain inspection field data, reports and systems; Ability to analyze a situation, problem and data, and use sound judgment in drawing conclusions and making decisions; Ability to communicate effectively orally and in writing; Ability to establish and maintain effective working relationships with citizens, employees, supervisors and the general public; Ability to follow verbal and written instructions; Ability to handle stressful situations and effectively deal with difficult or angry people.
SPECIAL REQUIREMENTS
- Must possess a valid Florida driver's license;
- Level I Code Enforcement Certification or the ability to obtain it within six months of employment.
