What are the responsibilities and job description for the Contracts and Administrative Manager position at City of Lakeland, Civil Service?
The Contracts and Administrative Manager coordinates and supervises Lakeland Electric’s contract, administrative services, and facilities functions. Work includes coordinating the administration of contracts and property acquisitions throughout Lakeland Electric following prescribed City of Lakeland policies and procedures and managing the activities of Lakeland Electric’s Administrative Services department. Additional responsibilities include supervising and training personnel in contracts and administrative services work groups.
This position is only open to current City of Lakeland employees.
- Assists in administrating established policies and procedures relating to contracting in all organizational units of Lakeland Electric in cooperation with the City of Lakeland, City Attorney, and City purchasing personnel.
- Coordinates the contracting function for Lakeland Electric and acts as liaison between Lakeland Electric, City Attorney, City Manager, and City Commission on all relevant contractual matters.
- Reviews contracts for compliance with established procurement requirements, including standard terms and conditions.
- Recommends contracts for approval by General Manager, City Manager, and City Commission.
- Assists as needed in the negotiation of contracts required by Lakeland Electric.
- Assists in the preparation of contracts required by Lakeland Electric.
- Upon request, monitors continuing contracts for compliance with commercial terms and conditions.
- Assists in preparing, interpreting, and implementing commercial contract terms and conditions.
- Coordinates with City Purchasing on approved contractor and vendor lists.
- Tracks the distribution of executed continuing contracts.
- Performs the above functions for other departments as requested and on an as-available basis.
- Manages Lakeland Electric’s Reproduction, Mail Operations, Car Pool Operations, Central Office Supplies, Office Equipment Purchases/Maintenance, Shipping & Receiving, Fire Safety, and Recycling functions.
- Manages activities for LE facilities through City’s Facilities Maintenance Group
- Manages budget monies in regular and special accounts.
- Coordinates activities for Lakeland Electric facilities through the City’s Facilities Maintenance group.
- Performs supervisory responsibilities, including hiring, conducting performance reviews, coaching, planning, assigning, and coordinating duties.
- Assists in developing and implementing appropriate employee training programs and monitors employees' professional development in the Contracts Administration and Administrative Services work units.
- As directed by the Assistant General Manager of Fiscal Operations, represents Lakeland in industry groups and associations and local service organizations in matters relating to contracting and procurement.
- Coordinates the negotiation of and reviews contracts with consulting engineers, architect and engineering firms, construction contractors, professional services firms, and other entities to obtain construction and maintenance services, commodities, and professional services on a competitive basis.
- Manages personnel assigned to the contracting and administrative services work units.
- May be required to work alternate hours as necessary for the efficient operation of the department.
- Position is designated Mission Critical.
ADDITIONAL FUNCTIONS:
- Performs related work as required.
- Graduation from an accredited four (4) year college or university with specialization in business administration or a related field.
- At least five (5) years of progressively responsible experience in contracting related activities.
- At least three (3) years of experience in supervision.
An equivalent combination of education, training, and experience which provide the necessary knowledge, skills and abilities and other competencies necessary for success in the target position.

- Must possess and maintain a valid telephone number.
- Must possess and maintain a valid state of Florida driver's license.
- Theoretical and practical knowledge of contracting in all areas of Lakeland Electric operations.
- Thorough knowledge of the City of Lakeland policies and procedures relating to contracting and property acquisition.
- Basic knowledge of property surveying and appraisal practices.
- Skilled in the negotiation of contractual commitments including, but not limited to, participation agreements, electric utility interconnection agreements, power and energy interchange contracts, major equipment contracts, engineering, construction, property acquisition, and professional service agreements.
- Effective written and oral communication skills.
- Ability to read and interpret title work.
- Ability to establish and maintain effective working relationships with supervisors, co-workers, other City employees, and the general public and to provide leadership to contribute to a working environment that will instill employee pride, morale, and commitment to service excellence.
- Ability to work effectively under strict deadlines, with minimal supervision.
- Thorough knowledge of budget preparation and principles of office management and administration.
- Ability to organize, coordinate, and provide follow-up on multiple projects.
- Possesses efficient analytical and organizational skills with the ability to pay attention to detail.
WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
- Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly, and routine keyboard operations.
- The job risks exposure to no significant environmental hazards.
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of taste, sense of smell, depth perception, and texture perception.
