What are the responsibilities and job description for the Drainage Liaison position at City of Lakeland, Civil Service?
This is skilled supervisory work in constructing, installing, maintaining, and repairing various drainage facilities and system equipment. Coordinates all drainage maintenance activities in the maintenance work group and with other environmental agencies to ensure that state and federal regulations are followed. Maintain the permitted drainage facilities to fulfill permit requirements of our federal NPDES permit. This position coordinates with the Lakes and Storm Water Division to ensure the system functions properly and does not cause urban flooding. Coordinates the herbicide program for aquatic weeds in the lakes and canals for flood control. Responsibilities include planning work assignments and tasks for employees and providing instructions on methods, procedures, and processes. Work is received as assignments from a supervisor due to general improvement programs, complaints, work orders, or inspections.

- Coordinates the herbicide application on aquatic weeds for the city.
- Supervises crews of employees engaged in general maintenance, construction, and repair.
- Reviews plans and specifications and orders materials as required.
- Coordinates work activity with other City departments or contractors as required.
- Schedules projects and crews as appropriate.
- Maintains necessary records of work, time, materials used, location, and effectiveness of work performed.
- Trains employees and provides instruction on safe work practices.
- May be required to participate and/or facilitate training to support departmental or City initiatives and requirements.
- May be required to work overtime or alternate hours as necessary for the efficient operation of the department.
- Position designated as Mission Critical by Department Director.
- SME Mission Critical employees in C&M who have a City phone or receive a stipend are expected to respond to communications within one hour during activation, within three hours (7:00 am–9:00 pm) when non-activated, and by the next morning for overnight calls. On weekends, they must answer at least 75% of callouts, regardless of having a City phone or stipend. Employees must obtain prior approval for unavailability during mission-critical activations and provide a return date.
ADDITIONAL FUNCTIONS:
- Performs related work as required.
- Associate degree from an accredited two year college in Business Administration or a related field.
- Four years of progressively responsible experience coordinating drainage facility-type work.
- Three years of experience in a responsible supervisory capacity.
- Must possess and maintain a Class" A" Commercial Driver's License.
- Must maintain a Public Aquatic Herbicide License.
- Must maintain a FDEP Storm Water Inspectors Certification.
SPECIAL REQUIREMENTS:
- Must maintain a valid telephone number.
- Knowledge of state and federal environmental permitting regulations for stormwater and herbicides.
- Knowledge of the materials, methods, techniques, and equipment commonly used in public facilities and public works construction and maintenance activities.
- Knowledge of the principles and practices applied to constructing and maintaining roads, streets, storm sewers and drainage ditches, or water lines.
- Skill in the use of shop equipment and basic hand tools.
- Ability to establish and maintain an effective working relationship with co-workers, other city employees, and the general public.
WORKING ENVIRONMENT/PHYSICAL CONDITIONS:
- Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly, and routine keyboard operations.
- The job risks exposure to no significant environmental hazards.
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
