What are the responsibilities and job description for the Electric Utility Analyst position at City of Lakeland, Civil Service?
This is responsible professional work in analyzing and planning complex electric utility data. An employee in this classification performs highly skilled technical work in the assimilation, compilations, and specialized processing of utility statistics and operational data. Work involves using computer applications, some programming, and other data-gathering devices that are somewhat technical. A supervisor generally outlines work assignments, but the employee has ample opportunity to research, develop, and administrate new methods and make suggestions to superiors.
- Conducts data analysis comparing solar meter readings to ensure compliance with purchase power contracts.
- Coordinates payments of all invoices related to the Fuel Department; performs analysis to ensure compliance with corresponding energy and fuel contracts.
- Develops and maintains necessary records and reports pertaining to fuel transportation and pool operations.
- Nominates natural gas sales using FGT and Gulfstream pipeline software.
- Purchases natural gas by backing up the Energy Trader Analyst.
- Controls the flow of natural gas for the generating units using the Delta V Software by backing up the Energy Trader Analyst.
- Prepares and submits the monthly reports for pool billing, natural gas, and fuel oil to E&W finance.
- Prepares requisitions and change orders for purchases and payment of invoices and maintains vendor files.
- Assists with monitoring and budgeting the fuel budget and provides a monthly report.
- Creates T-forms, budget transfers, journal entries, and check requests.
- Administrator of the Fuel Department's website and responsible for maintaining it.
- Prepares the data analysis and complies with the monthly Fuels Newsletter.
- Prepares the U.S. Energy Information Administration’s (EIA) monthly statistical report for government reporting compliance.
- May be required to work additional or alternate hours as necessary for the efficient operation of the department.
- Position is designated Mission Critical.
- Performs related work as required.
- Bachelor’s degree from an accredited four (4) year college or university in Mathematics, Statistics, Finance, Accounting, Economics, Business, Planning, Marketing, Engineering, or a closely related field.
- Two (2) years of experience in accounting, natural gas trading, or utility modeling and analyzing energy data.
- Must possess a valid driver’s license.
- Must maintain a valid telephone number.
- Must maintain internet service.
- Ability to learn internal applications such as Access, the Utility Management System (UMS) Maximo, Hyperion, Oracle SQL Developer, GenTrader, DeltaV, SCADA and various other programs.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with City employees, consultants, other utilities, and the public.
- Knowledge of basic accounting principles for budgeting and journal entries.
- Thorough knowledge of various software, including the Microsoft Office Applications of Excel, Word, PowerPoint, Adobe Acrobat Writer, and Outlook.
- Requires sedentary work that involves walking or standing some of the time, exerting up to ten (10) pounds of force regularly, and routine keyboard operations.
- The job risks exposure to no significant environmental hazards.
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
