This is a professional role responsible for managing the Risk Division of the Department in alignment with the City's mission, vision, and values. An employee in this classification is responsible for the management and coordination of activities within the following areas: risk determination and evaluation, oversight of claims administration, city-wide contract administration regarding insurance requirements and limitation of liability for the City, insurance coverage for property, boiler machinery, excess, workers' compensation, administration of self-insurance programs and group health benefits, loss prevention, and wellness initiatives/clinic. Responsibilities include directly supervising Safety, Health Benefits, and Claims Team Leaders; Risk Management support staff and Wellness Initiatives. This position has management responsibility for 11 employees. The Risk Manager has wide latitude for independent action and discretion in performing assigned duties and is expected to carry most functions through to completion with goal direction through strategic planning. General guidance and communication is received from the Risk and Purchasing Director. Performance is assessed through conferences, evaluation of reports, and measurement of results obtained.

  • Assists in developing, communicating, and executing strategic business plans and objectives in alignment with the City's vision, mission, and values. 
  • Manages staff and monitors programs to ensure that desired results are achieved.
  • Remains professional at all times, makes decisions based on City values, and must have high moral character.
  • Develops, oversees, and coordinates an effective City-wide risk management program to protect the City's assets to prevent or minimize losses due to employee injuries, accidents, or liability exposures.
  • Coordinates all City insurance and self-insurance activities, including the renewal and bidding of all insurance, preparation of specifications and analysis of same, and development and administration of a self-insured program.  
  • Makes data-driven recommendations to the Risk Management and Purchasing Director concerning the City's insurance needs.
  • Performs liaison functions with insurance companies, insurance consultants, insurance agents, claims administrators, state and federal agencies dealing with insurance, safety, and health and wellness.
  • Monitors all claims activity, providing a forum for discussion and adjustment of the processing of all insurance and self-insured claims in workers' compensation, property and casualty, general and automobile liability, group health, etc.
  • Maintains standards to ensure purchasing standards, adequate coverage, and limits for all City purchases and coverage provided through contracts.
  • Analyzes losses to determine the cause and recommends corrective action to avoid reoccurrence.
  • Ensures compliance with Federal, State, and City record-keeping requirements.  
  • Establishes and maintains working relationships with departmental leadership regarding new programs or methods to assist them in employee protection programs.
  • Exercises oversight authority for city-wide comprehensive Safety Programs and wellness initiatives and related budgets.
  • Supports and assists the Risk and Purchasing Director for the department's success and supports the City's strategic plan.
  • Collaborates with City Attorney Office on legal representation and direction of cases and may represent the City at claims-related mediations and trials.
  • Partners with other City support departments in administrating the human capital population.
  • May be required to participate and/or facilitate training to support departmental or City initiatives and requirements. 
  • May be required to work alternate hours as necessary for the efficient operation of the department.  
  • Position is designated as Mission Critical.

ADDITIONAL FUNCTIONS:
  • Performs related work as required.
  • Bachelor's degree from an accredited four-year college or university. 
  • Five years of progressive work experience in administering a comprehensive risk management program, with three of those years in a supervisory role. 

SPECIAL REQUIREMENTS:
  • Must possess and maintain a valid driver's license.
  • Must maintain a valid telephone number.
  • Knowledge of property/casualty and employee/retiree insurance coverage, wellness initiatives/clinic, and the administration of self-insured programs.
  • Knowledge of the principles and practices of employee training and the varied occupations constituting municipal employment.
  • Knowledge of state and federal occupational safety laws and regulations and the ability to interpret them.
  • Knowledge of reserve analysis, cost allocation, forecasting, claims monitoring, risk financing, and employee benefits.
  • Ability to work with insurance representatives, attorneys, physicians, and claimants in satisfactorily resolving claims.
  • Ability to investigate loss experiences and take the necessary action to ensure that the exposure is reduced or eliminated.
  • Ability to plan, assign, and coordinate the activities of subordinates.
  • Ability to communicate effectively, clearly, and concisely orally and in writing in the English language.
  • Ability to establish and maintain effective working relationships with co-workers, other City employees, and the general public.
  • Knowledge of employee wellness programs/clinics.

 WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
  • Sedentary work that may involve walking or standing, exerting up to 10 pounds of force regularly, and routine keyboard operations.
  • Will be required to drive to represent Risk Management on City business.
  • The job risks possible exposure to hazardous atmospheric conditions.
  • Some climbing may be required up to 100 feet.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of taste, sense of smell, depth perception, and texture perception.
