What are the responsibilities and job description for the Water Utilities Engineering Manager position at City of Lakeland, Civil Service?
The Water Utilities Engineering Manager oversees and directs all functions relating to the Water Utility's engineering needs. An employee in this class is responsible for planning, organizing, coordinating, and managing engineering design and drafting activities. Work normally requires the management of and cooperation with engineering and technical subordinates. Assignments are received in broad outline and require independent work organization, formulating technical policies within the assigned specialty, and monitoring work to ensure efficient operation. The director reviews work for overall effectiveness and attainment of objectives within the assigned functions.
- Serves as Engineering division ,manager, directing and monitoring engineering programs and staff assigned to the section, to include the geographic information system group, new commercial development group, planning group and capital projects group.
- Participates in and oversees the preparation of the Engineering Division’s annual operating budget and the Water Uilities’ Capital Improvement Program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
- Networks with senior leadership and major stakeholders to establish strategic plans and objectives for programs or projects.
- Develops scopes of work and project requirement packages for new projects in the portfolio, including working with stakeholders to determine the project's requirements and connecting with business and technical experts to develop project strategy and solutions for these requirements.
- Manages and performs a variety of technical and contract administration tasks relative to assigned Capital Improvement Program projects.
- Develops plans and specifications, monitors project activity and work schedules, prepares change orders/contract amendments, monitors contractual compliance, and facilitates payment.
- Represents the Utility in meetings with other utilities and keeps the utility informed on state and national issues that could affect the utility's current and future engineering practices.
- Develops and implements appropriate employee training programs and monitors employees' professional development in the work unit.
- Maintains a current knowledge of construction standards, work methods, and technology available to improve the efficiency of construction and maintenance operations.
- Ensures engineering design adequately addresses issues relating to public and employee safety.
- Coordinates assigned functions and activities of this division with other city departments and divisions, other governmental agencies, and private consulting engineers and contractors.
- Provides technical guidance for work assigned and delegates responsibility to lead engineers and technicians.
- Oversees and is responsible for work produced by subordinate engineers.
- Directs work planning, schedules, studies, estimates manpower needs, and develops and administers the division budget.
- Develops materials and construction specifications to be used as standards by the division.
- Plans the scheduling and control of authorized capital projects.
- Maintains records of initiated projects' costs and construction data.
- Supervises establishment of equipment operation standards and ratings.
- Participates in design and analysis as necessary.
- May be required to participate and/or facilitate training to support departmental or City initiatives and requirements.
- May be required to work alternate hours as necessary for the efficient operation of the department.
- Position is designated as Mission Critical.
ADDITIONAL FUNCTIONS
- Performs related work as required.
- Bachelor’s degree from an accredited four (4) year college or university in Mechanical, Civil, or Electrical Engineering, or a closely related field.
- Six (6) years of experience in engineering work.
- Three (3) years of experience in a supervisory or administrative capacity.
- Must be a registered Professional Engineer currently licensed to practice in Florida.
- Must possess and maintain a valid driver's license.
- Must maintain a valid telephone number.
- Extensive knowledge of engineering principles and practices applied in planning, location, and design and as required for carrying out details of standardized design or assigned research.
- Extensive knowledge of engineering principles used in designing, constructing, operating, and maintaining water utility facilities and systems.
- Theoretical and practical knowledge of water utility system construction and maintenance practices.
- Theoretical and practical knowledge of workforce management systems and their application in constructing, maintaining, and engineering water utility systems and plants
- Extensive knowledge of statistical principles and applications in designing difficult engineering projects.
- Skill in making complex engineering computations and in designing difficult engineering projects.
- Ability to plan and supervise the work of subordinate engineers and technicians.
- Ability to plan, budget, and direct an engineering project of considerable magnitude.
- Ability to conduct engineering research, write technical reports, and give reliable advice on complex engineering problems, plan specifications, and reports.
- Ability to establish and maintain effective customer relations and address customer-related issues in a positive manner
- Ability to establish and maintain effective working relationships with co-workers, other City employees, and the general public and to provide leadership to contribute to a working environment that will instill employee pride, morale, and commitment to service excellence.
WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS
- Work requires sedentary activities that involve walking or standing sometimes, exerting up to 10 pounds of force regularly, and routine keyboard operations.

- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
