GENERAL DESCRIPTION OF CLASS
The highly skilled technical work involves performing and/or assisting Engineers and other professionals in various complex engineering, statistical and mathematical tasks. Work also involves using computer input/output terminals, desktop computers, calculators, survey equipment, and other technical devices. Work may involve mentoring lower-level employees. Work is performed according to general instructions from a supervisor and is sometimes checked for quality, accuracy, and completeness.
ESSENTIAL FUNCTIONS
- Proposes and evaluates new designs and construction methods.
- Maintains current, comparative cost data on designs, methods, projects, and equipment; when required, will assist in evaluating vendor proposals.
- Performs construction liaison, orders miscellaneous materials and equipment, expedites deliveries, and verifies that record drawings are maintained during construction.
- Assists in preparing and monitoring the section and/or division budget.
- Develops and maintains schedules for major projects and effects improvements in schedules.
- Plans and designs complex water or wastewater services within established guidelines under the general guidance of an Engineer.
- Assembles and compiles technical data on many different forms or in a special format for use and analysis internally and for submittal to government agencies.
- Enters engineering and mathematical data into processing devices using exacting procedures as designated and runs programs or executes complex procedures to obtain the necessary optimal output in proper format.
- Develops and administers moderately complex technical construction projects.
- Coordinates with developers, contractors, and internal customers
- Prepares detailed cost estimates for water and/or wastewater projects
- Familiar with Sunshine 811 system and assists with maintaining service territory boundaries
- Accesses and utilizes the City’s customer Service account management software and workflow management systems
- Performs field-related work with contractors for project management.
- Performs field GPS survey work to verify existing or newly installed assets.
- Operates various computer-aided engineering design programs or tools, produces work orders, and supports GIS drawings for utility construction projects.
- Performs detailed engineering designs under the guidance of an Engineer.
- Prepares detailed cost estimates.
- Perform drafting for complex designs using AutoCAD (Engineering and Wastewater Collection).
- Develop location maps of water and wastewater facilities, and other specialty maps as may be required using ArcMap (Engineering and Wastewater Collection).
- Develops and produces presentation graphics materials for project design.
- Maintains an efficient filing and records system for projects from initiation to project close out.
- Assists in preparing complex forecasts, studies, technical reports, legal descriptions, memorandums, letters, and related items.
- Calculates statistical averages, cumulative and rolling averages, statistical trends, rates of change, percentages, conductor sag, pulling or stringing tensions, etc., and tabulates, plots, and formats the results.
- Coordinates the work of lower-level staff.
- May be required to work overtime or alternate hours as necessary for the efficient operation of the department. Position is designated as Mission Critical.
- May assist in operating and testing water utilities equipment, performing pollution control testing, conducting survey work, and participating in other testing programs.
- Performs related work as required.
QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE)
Engineering Tech I:
- Associate degree from an accredited college or university in Mathematics, Business Administration, Statistics, or a Science-related field.
- Three (3) years of experience in mathematical, technical, or related work.
Engineering Tech II:
- Associate degree from an accredited college or university in Mathematics, Business Administration, Statistics, or a Science-related field.

Eight (8) years of progressively complex experience in mathematical, technical, or related work, including three (3) years of experience with municipal water and waste-water piping systems, materials, and installation practices.
An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.
SPECIAL REQUIREMENTS:
- Must maintain City driving privileges and must possess a valid driver’s license.
- Must maintain a valid telephone number.
- Must be able to attend meetings at locations other than primary work location.

May be required to pass and maintain quality for:
- Respiratory Protection Physical.
- Pulmonary Function.
- Qualitative and Quantitative Fit Test(s).
- May be required to maintain asbestos certification.
- Certification by the Florida Association of Cadastral Mappers as a Certified Cadastral Mapper may be required.
KNOWLEDGE, SKILLS, ABILITIES
- Knowledge of and complete familiarity with personal computers, computer input/output terminals, microfiche machines, calculators, and other technical data-processing devices.
- Extensive knowledge of computer-aided design (CAD), geographic information systems (GIS), and other engineering-specific computer software (Engineering and Wastewater Collection).
- Extensive knowledge of practices, procedures, standards, and methods used in office and field engineering work in conjunction with utility or water system design or application.
- Extensive knowledge of the materials and equipment used in construction, operation, and maintenance of utility system.
- Knowledge of basic engineering theory.
- Knowledge of Microsoft Office products.
- Knowledge of mathematics and statistics.
- Considerable knowledge of applicable technical and safety codes.
- Knowledge of engineering theory, practices, standards, national safety codes, and methods used in office and field engineering to design and construct water utilities facilities.
- Knowledge of Lakeland’s water utilities service territory, underground and plant construction standards, the Subdivision and Commercial Development Policy, Department of Environmental Regulation, US EPA, and American Water Works Association rules and procedures, Ten State Standards for both water and wastewater and the Customer Service Information System.
- Ability to assist other professionals in various complex statistical and/or other types of utility-related analysis.
- Ability to perform engineering calculations required in performing daily duties.
- Ability to understand and extract pertinent information from technical data or reports.
- Ability to demonstrate advanced research skills.
- Ability to use portable measuring meters and survey equipment, and perform engineering and surveying calculations.
- Ability to use survey equipment.

Ability to review plans and communicate effectively with developers (Engineering and Wastewater Collection).
- Requires some manual labor work that involves walking or standing some of the time, exerting up to 50 pounds of force regularly, routine keyboard operations, and operation of City Vehicles.
- Work may include fieldwork as required at various job sites, as well as performing job duties in an office, water or wastewater plant, pump stations, pump houses, manholes and vaults, and an outside environment exposed to the elements and traffic.
- The job risks exposure to extreme noise levels, dust, pollen, bright/dim light, extreme cold and/or heat, wet or humid conditions, fumes, noxious odors, chemicals, sewage, confined spaces, and heights.
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
