GENERAL DESCRIPTION OF CLASS

This is journey-level work in installing and repairing water distribution and/or wastewater collection facilities and mechanisms. Work involves performing all phases of water distribution and/or wastewater collection system maintenance and installation. Duties may also involve independent, skilled water meter installation, removal and repair, and other skilled mechanical work involving knowledge of water system and/or wastewater system equipment. On most assignments, the employee has little supervision; however, a foreman or supervisor regularly assigns and inspects work.

ESSENTIAL FUNCTIONS

  • Constructs wastewater gravity mains; manholes; force mains; valve vaults; installs air release, valves, fittings, clamps, and sleeves and responsible for the more difficult repairs; backfills around pipes; landscapes upon completion.
  • Constructs and upgrades wastewater pumping stations.
  • May operate all necessary heavy equipment such as dewatering equipment, trencher, combination vacuum/jetting truck, backhoe, and other related equipment.
  • Assists in using CCTV to televise sewer main lines and lateral connections.
  • Reads wastewater blueprints to assist foreman in selecting proper fittings and materials for the project; measures for pipe lengths necessary.
  • Performs maintenance on materials, tools, and equipment.
  • Pours and finishes concrete for driveways, sidewalks, and roadways.
  • Constructs manhole inverts.
  • Cuts and bevels pipes; threads pipes.
  • Participates in divisional after-hours, stand-by, and call out program.
  • Performs all other associated duties regarding the installation, maintenance of wastewater lines/attributes, and other associated services provided by the City.
  • May be required to work overtime, or alternate hours, as necessary for the efficient operation of the department.
  • Position is designated as Mission Critical by Department Director.

ADDITIONAL FUNCTIONS
  • Performs emergency repairs on the wastewater collection system after normal working hours; subject to working overtime and participating in stand-by duty.
  • May perform acting foreman duties during normal and overtime hours of operation.
  • Performs related work as required.

QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE)

Qualifications for Water Utilities Pipefitter I


  • High school diploma from an accredited school or a GED.
Qualifications for Water Utilities Pipefitter II
  • High school diploma from an accredited school or a GED.
  • Two (2) years of pipe fitting experience, with one year in the installation, repair, and maintenance of wastewater collection systems.
SPECIAL REQUIREMENTS
  • Must possess and maintain a valid Class A CDL with appropriate endorsements as required by the employing department or be able to obtain said license within six (6) months of employment
  • Must maintain a valid telephone number.
  • Required to pass and maintain qualification for:
    • Respiratory Protection Physical.
    • Pulmonary Function.
    • Qualitative and Quantitative Fit Test(s).

KNOWLEDGE, SKILLS, ABILITIES

  • Considerable knowledge of the methods, materials, practices, and tools required to extend, repair, and maintain wastewater mains, services, and valves.
  • Knowledge of the city wastewater collection system, including gravity mains, services, ARVs, force mains, and other miscellaneous wastewater system components.
  • Skill in using pipefitting, plumbing, pneumatic tools, and line locator equipment.
  • Ability to read and interpret wastewater collection maps and construction blueprints.
  • Ability to work independently without direct supervision.
  • Ability to troubleshoot cause of pipe failures and system interrupts.
  • Ability to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with co-workers, other City employees, and the general public.
  • Ability to perform heavy physical manual tasks for extended periods, often in adverse climatic conditions.
  • Ability to prepare reports and daily paperwork.
  • Ability to communicate to Wastewater Collection employees and internal and external customers via telephone, radio, and other means of communication.
  • Ability to be a self-starter, self-motivated, and detail-oriented.
  • Ability to direct the actions of fellow employees.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS
  • Requires manual work that involves walking or standing some of the time and exerting up to 100 pounds of force regularly.
  • Occupation does require repetitive motion, such as movement of the wrists, hands, legs, and/or fingers.
  • The job risks exposure to some significant environmental hazards; entering confined spaces, chemical, electrical, mechanical, height, and heat), bright/dim light, inside and outside environmental conditions, asbestos-containing materials, and noise levels.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
