Under general supervision, the Associate Civil Engineer, performs a variety of responsible and complex professional level engineering work in the field and office in connection with the planning, design, construction and administration of a variety of public works projects, facilities and programs; and does related work as assigned.
Examples of Duties
Duties may include, but are not limited to, the following :
- Plans and implements city-wide Capital Improvement Program and associated projects
- Prepares and reviews plans, specifications, costs estimates and contract documents for capital improvement and maintenance projects
- Performs professional engineering work as related to the design, construction, inspection and maintenance of public works
- Solicits, evaluates, interviews, and hires professional consulting firms and services for various design, construction management, and inspection duties and project support activities; monitors and manages design and inspection efforts throughout the project
- Administers consulting services contracts including preparation of requests for proposals, project scoping, payments processing, invoice tracking, and overall project accounting
- Checks designs submitted by consulting engineers, street surveying and mapping, traffic engineering, procurement of rights-of-way, easements, and other properties Resolves and coordinates construction questions and issues
- Receives, reviews and negotiates contractor change order proposals to achieve a fair and reasonable price in accordance with general conditions and specifications, executes extra work orders and change orders, and completes final project close-out documentation
- Administers Federal and State grant funds associated with construction projects
- Ensures compliance with Department of Industrial Relations (DIR) and public works laws; and processes DIR penalties as applicable to the project with the appropriate
- Conducts civil and traffic engineering and related studies, evaluates alternatives, makes recommendation's and presents report
- Manages the maintenance of records, assessment roles, field notes, reports, maps, plots, deeds, bench marks, monuments, and similar engineering information records
- Confers with on matters relating to subdivision and public works design and construction, providing engineering information and advice
- Performs reviews of development projects for National Pollutant Discharge Elimination System (NPDES) requirements
- Assigns, reviews, and participates in the design, preparation, and checking of signing and striping plans, construction traffic control plans and street lighting plans
- Prepares a variety of written materials, including staff and engineering reports and grant applications for engineering and transportation projects.
- Prepares and presents reports and agenda items for City Council and City Commissions
- Develops, monitors and updates project schedules
- Participates as a member of interdepartmental and intradepartmental teams and committees as required
- Assist in the administration and preparation of the department's budget and capital improvement budget
- May provide technical direction and training to other engineering and technical staff
- Interprets complex written information including contracts, grant applications, franchise agreements, and the Municipal Code
- Performs other related duties as assigned.
Qualifications
Education & Experience : Graduation from an accredited four-year college or university with major work in civil engineering or a closely related field and three years of professional engineering experience involving the design and construction of public works projects and related project administration functions. A Master's degree is desirable.
Licenses and Certifications :
Knowledge of : Civil engineering principles, practices, procedures, and standards related to City public works, engineering infrastructure development and maintenance and surveying; basic principles and practices of capital improvement program budgeting, cost estimation, funding, project management, and contract administration; principles of advanced mathematics and their application to engineering work; methods, materials and techniques used in construction of public work projects; applicable Federal, State and local laws and regulatory codes; rules, regulations and requirements of Department of Industrial Relations (DIR) prior and during construction; engineering maps and record keeping principles and procedures; techniques for providing high level of customer service by effectively dealing with the pubic, vendors, contractors, and City Staff; recent developments, current literature and sources of information related to innovations and trends in civil and traffic engineering design and development; and occupational safety principles and practices
Skills & Abilities to : Effectively prepare technical engineering plans, specifications, and cost estimates for public works projects; perform surveys and design calculations; prepare grant applications for various funding sources; analyze and evaluate design drawings, specifications, and estimates for public works construction; interpret and apply related laws, ordinances and regulations; provide information and technical support to city personnel and general public; communicate effectively verbally and in writing; work with accuracy and attention to detail; ability to use drafting software for plan review and revisions; use standard office software, such as MSWord and Excel to prepare narrative and numerical documents and reports; gather and assist in analyzing data; prepare and maintain records; and establish and maintain effective and cooperative relationships with those contacted in the course of work.

COMPENSATION : City employees are paid on a bi-weekly basis, therefore, published monthly salary is for illustration purposes only, rounded to whole dollars. Actual salary is based on hourly rate rounded to four decimal places.
