The City of Lakewood is seeking a full-time Clinical Manager for the Department of Human Services, Division of Youth. This position oversees the Community-Based Services contract with the Cuyahoga County Department of Children and Family Services and manages a wide range of professional and administrative functions. Responsibilities include providing clinical and administrative supervision to staff, overseeing operations, and ensuring program compliance and quality standards. This position is in Salary Grade 33 ( $62,168.12 – $87,682.45) and provides additional stipend for Social Work license.
Key duties include:
- Coordinating social work operations for Community-Based Services: tasks include reviewing and assigning cases, coordinating crisis interventions, managing and distributing funds, preparing billing information, and monitoring outreach programs.
- Managing and supervising staff and interns: responsibilities encompass hiring, training, assigning work, evaluating performance, and addressing workplace issues. This includes preparing payroll data and monitoring all direct service and community outreach activities.
- Providing direct client services: responsibilities include assessing clients, developing treatment plans, consulting with medical or service providers, maintaining documentation, facilitating group sessions, and initiating referrals.
- Developing new programs and securing funding: duties include writing grants, ensuring program compliance with regulations, and maintaining accurate records.
- Serving as a liaison: engaging with committees, teams, and external partners to foster collaboration, present reports, and negotiate agreements to enhance service delivery.
- The position also involves receiving and addressing community requests, suggestions, and complaints, ensuring responsive and effective outcomes. Strong leadership, program development, and compliance oversight are essential in this role.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Master’s degree from an accredited college or university in related field; and,
Three to four years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Licensed Independent Social Worker (LISW) required; LISW-S preferred.
