The City of Lancaster is hiring for a Water Pollution Control Industrial Pretreatment Coordinator. This position is responsible for the Water Pollution Control Department’s Industrial Pretreatment Program, and duties, which are required in the proper management of the industrial pretreatment program.
ESSENTIAL FUNCTIONS (Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)
Prepare required monitoring reports of the industrial pretreatment program to the Ohio EPA and the department.
Perform inspections to the industrial facilities and prepare sampling schedule for the program to insure compliance of the pretreatment.
Perform inspections of local industrial users to insure proper treatment of the wastewater prior to entering the sewer collection system.
Review and interpret all pretreatment regulations, including the City's NPDES permit, to insure the program is in compliance with current laws and regulations. Provide recommendations to revise the pretreatment ordinance as required.
Maintain records and prepare reports as required in the program.
Set portable samplers and flow meters at various locations to determine the effluent quality of the industrial dischargers. The sampling and metering will be either scheduled or unscheduled to obtain best results.
Perform mechanical repairs to samplers and flow meter, and maintain the equipment for proper operation.
Prepare a guideline for the tracking of major shock loads at the treatment facility (i.e. oil, color, grease).
Coordinate sampling schedule with the Plant Manager and Laboratory Chemist.
Attend meetings with officials from industries as required.
Provide the Plant Manager projected annual cost of operation for the pretreatment program for budget preparation.
Evaluate the sampling cost to the industries to determine if adequate for this work.
JOB SPECIFICATIONS
Requires a thorough knowledge of industrial pretreatment rules, regulations, and practices.
Knowledge of samplers and flow meters used in the program.
Knowledge of basic laboratory procedures.
Knowledge of a variety of hydraulic, chemical, and mechanical principles pertinent to the operation of a wastewater and industrial waste treatment facilities.
Knowledge of chemical and bacteriological processes involved in the treatment of industrial wastewater.
Knowledge of safety practices used in wastewater field.
Considerable knowledge of the methods and practices utilized in the industrial wastewater treatment fields.
Ability to evaluate analytical results to identify problem areas that an industrial discharger may experience.
Ability to develop and maintain effective working relations with associates and general public.
Ability to understand, and follow moderately complex oral and written instructions and diagrams.
Ability to read and understand blueprints and diagrams.
Ability to effectively utilize safety equipment.
Ability to evaluate program cost to determine budget request, and projected sampling reimbursement.
MINIMUM QUALIFICATIONS
Must possess an associate degree in chemistry or related field.
Must have three years of experience in basic laboratory procedures.
Must be able to work independently with little supervision.
Must be able to lift at least 50 pounds.
Any combination of training and experience which will indicate possession of the skills, knowledge, and abilities listed above.
Must possess a minimum of a Class III Certification in Wastewater Works from the Ohio EPA.
Must possess a valid State of Ohio Driver’s License.
Must be insurable with the City’s Insurance Policy.
Must be able to successfully complete a pre-employment physical examination, drug testing, criminal background investigation and driving record check.
